I am glad you liked it. Unfortunately I will not be doing that any time soon. I am no longer playing Skyrim and my mods for it will not receive updates for the time being.
So, the secondary effects on the Ghost Weapons effect the player not the enemies? Did you add to the Charge level of the weapons so, they won't be empty after 2 or 3 hits.
They affect any eligible target that the weapons hit, it just so happens the ghost weapons are wielded by hostile npcs therefore you will notice the effects also apply to the player character but once you loot the weapons from their corpse the effects will apply to npcs you use the weapons on. They are vanilla enchantments and the secondary effects are copied from alchemical ingredients so they will not apply to npcs normally resistant to those specific effects.
I've removed the enchantment cost of all the weapons in this mod so they have infinite charges. I've also made them disenchantable just to keep them perpetually unique.
Drainblood Battleaxe's damage per second is very weak it may be the reason you didn't notice the effect. During my testing my character resisted the effect that it only did 1 damage per second. The effect is the Ravage Health alchemy effect which normally does burst health damage, I might need to change it to Lingering Damage Health.
One more thing to make sure the mod works for you I suggest using More Informative Console so you can see the active effects on characters make sure the effects are being applied. The names of the effects are listed below the weapon names in the mod description. TrueHUD will display stamina and magicka bars of enemies so you can see if they are regenerating or not.
