That'd be because for some reason, the author decided to leave the Update.esm water records out. Make sure RW2 is winning any conflict (there shouldn't be any with this mod, as RW2 doesn't touch them, it's more of a conflict with vanilla skyrim). If oyu know how to do so, open the file in xEdit and forward the water records from Update to the plugin. Should fix most of your issues.
So...Is it safe to compact the form ID of this mod or not? Saw a few comments about ESLing the file but no one said if its safe to compact. Just a question. Thanks
I opened this up in xedit and it also shows as a regular esp file but the script said it was safe to convert. You can see it here and here. I was able to compact the form IDs though and then add the esl flag. Maybe you just forgot to save the process?
RU: Сделайте этот мод с по настоящему пышной и красивой растительностью. На данный момент особой разницы не видно, лишь пара прелестных свисающих мха и какая то трава ниже по течению водопада. Хотелось бы хорошего результата производящего впечатления с первого взгляда. Чуть больше сеток на камни в нужные места, и лесного мусора в виде разных веточек и тд. Идея Ваша очень понравилась!! :)

If I have time over the next week or two I'll expand this to include more waterfalls in the warmer areas of Skryim -- just where it makes sense, of course
Rocks are added for several reasons: 1. To hide landscape seams. Anytime two landscape textures connect, it often forms a sharp line that looks bad. Some of these seams are from my editing, while others are from vanilla Skyrim that the devs didn't bother to hide. I didn't get all of them, but I've at least improved the area (in my opinion). 2. To break up simple shapes. If you look at the "before" picture, the transition between the grass ledge and the rock overhang makes a sharp, barren line that looks very unnatural. There are a couple ways to make those kinds of formations look less plain: One is to add plants, but the other is to add rocks that take your eye off the jagged edges and make it look more organic.
