This is a form 43 mod - there is a for 44 version, just search "silent ui form 44" and use that instead of this, or as a basis for your self-made mods.
This is a "Skyrim" mod, not a "Skyrim Special Edition" mod. You have several links on your page which point to mods of yours which are not Skyrim Special Edition mods.
Looking at it in SSEedit - which entry is for when you discover a new place - I am attempting to edit this mod so it is exactly like Requiem, and I so far have removed what needed to be removed so the sounds that do and don't play are the same, but either this mod doesn't stop that sound or the label for it is strange and I am removing it thinking it is something else. Or is that not considered a UI noise (even though I think it is).
EDIT - nevermind, this mod didn't silence that, but I figured out I just need to replace about 9 or so wav files with silent ones if I want to do that extra part (and now, thinking about it, I dont even know if Requiem did that, but probably).
This works great for me. I'd like help with one other sound: does anyone know what the sound that plays after you increase Health/Magic/Stamina in the Skill menu after a level-up is labelled in XEdit? It sounds like the same vocal track as what plays when you absorb a dragon soul (not the same as the level-up/skill-up) and that is still there for me. I'm capable of silencing that one myself having this mod as a guide, but I can't figure out what it's called to change it. Nothing sticks out scrolling through Skyrim.esp's Sound Descriptor list for me.
Help?
EDIT: I have looked in the Creation Kit, and not only can I not figure out what the sound is there, apparently the reason the mods supposed to change the sound for the Dragon Soul absorbtion aren't working for me is because they change either NPCDragonDeathSequenceWind or Explosion, and neither of those is the vocal track sound either. So I'm stuck.
thats the reason I downloaded this mod. yet it does not do that. after levelling 50 times because i restarted game and cheated my character back after some mods caused ctd. I have to listen to a loop of music 10 mins long.
