You must now complete 15, 25, and 35 radiant quests and be level 15, 25, and 35 to progress past C01, C03, and C04. The fomod contains an alternate version with halved rewards, too.

Just came back from a quick test. Definitely needs a new game. Doesn't work on existing saves especially if one has already either:-
1) encountered Aela's group fighting the giant outside Pelagia Farm, or
2) entered Jorrvaskr
