Just chased down the cause of this seam in my build and I thought I'd share.
The coordinates of this seam are 35,10. When I looked at that cell in SSEEdit I found JK's New Gnisis Cornerclub was overwriting my Windhelm mods. Adjusting load order by placing JK's New Gnisis Cornerclub above the rest of my Windhelm overhaul fixed the seam in my game. (It's possible other mods used to edit the club interior may have the same load order issue.)

FWIW - I've run into similar terrain seam issues on the west side of Windhelm as well as random snow drifts on the west dock by the water wheel. All of these resolved as I went about correcting my load order.
Im busy enough I haven't even loaded up steam to play anything in months. I just scroll through here to see what is new. Download stuff before Nexus deletes it.
I loaded the capital ________ into the creation kit and then fumbled around till I found the exterior cell where I saw the seam even though it did not appear in the creation kit and used the raise terrain tool. That was it. Then exported it as a separate mod and flagged as esl.
Never would have figured that out. Thanks! Not sure how I would fix that though so this still seems to be the way to go for cavemen like me who barely understand computer programs.
Could you make a version that doesn't require Majestic mountains? in fact maybe you should make a mod that only requires that the mods you need are JK's Sadri's Used Wares and Capital Windhelm Expansion imo fewer requirements is better
I have both JK's Sadri's Used Wares and CWE but I couldn't find the seam. Could you elaborate the detailed location of this seam, or add a few more pictures?
