GIMPs NormalMap function really isn't its strongest part - the old plugin was better, but still not very intuitive.
If you want to go colour/diffuse to normal try either Normalmap Generator (older, simple, unitasker), or ShaderMap (free version available, does lots of great stuff )
If you made an actual bump/height map to go off, then Materialize is another option. It can do diffuse->height->normal, but since that's a two step process I prefer the other tools when going off a colour image.
Great that you found a way! Never used Paint.net specifically for that, but it's certainly helpful that it can work with BC7 compression, which Gimp still can't.
ah ok, google just told me that paint.net has normal map plugin of it's own. Didn't know that, since I rarely use it, so good to know. Can't say how it compares to the other options, but if it achieved what you wanted that's all that matters.
