I recommend SKSE regen adjuster. It allows you to customize all regen modifiers exactly as you want, both in combat and out, as well as health and magicka.
The mod mentioned by TheRainbowDasher is also worth a look. Haven't seen this one before. Is does what I did here and more. Just have to edit the .ini

Anyone wanting this without another esp, use skytweak, can adjust it yourself to exactly what you want, regen delay, level multiplier, in/out of combat regen speed, everything. Man skytweak cuts out like 30 esps lol
