The jump height doesn't appear to be working. I didn't think that kind of effect would work on a piece of armor without SKSE. Is it working on your end?
Should be fairly striaghtforward, but it will take me a few days to get around to testing and tweaking. In the meantime, it will be really easy for you to open this esp in xEdit, find the object effect for this item, and increase the magnitude of "Spingheel Speed" to whatever it takes to make that jump.
