Interesting idea. However, I think a better solution would be to incorporate the changes of the new perks into existing vanilla perks so NPCs can also benefit from them.
Now we just need a companion mod that makes changing armor and garments in the middle of combat more realistic. (stop the fight! wardrobe malfunction!)
