Those clothes are too smart to hand out to bandits.
The name is pirate, but I couldn't find any faction called pirate, so I distributed it to the roughnecks, who are often lightly dressed.
Thieves, Assassins, and Dark Brotherhoods have a 30% chance of equipping it.
They wear one of two types of clothing, two types of gauntlets, and two types of boots.
If you want to create such a leveled list, these tools make it easy!
