Patch has an invalid FormID outside the range of an esl-flagged plugin. This will break game saves & needs to be fixed... The plugin is also missing Icy Windhelm.esp as a dependency in the File Header.
However, the mod does not move anything from Icy Windhelm - so not needed as a dependency. Its listed as a required file - because you would not need a patch without it.

In case anyone else ran into the same issue as me, you get a floating manhole if you're using capital windhelm expansion too.

TexGen has no issues in my load order with 1.1 active.
Make sure you have version 1.1. Which reminds me to hide the prior version.
And, xEdit does not report any errors with version 1.1.
