Configure a cooldown period between uses of Tarhiel's Gale from Skyrim's Paraglider.

A small addition to the mod Skyrim's Paraglider by Loki/NickNak.
Tarhiel's Gale now has a cooldown period between uses, with duration options through a FOMOD installer.
An active effect is added - 'Tahriel's Gale Exhausted' - during which you cannot cast another gale.
There is a notification in the top-left when the cooldown is finished ("Tarhiel's Gale is ready").
Cooldown options include:
I found the power far too.. powerful. I had planned to simply not use it, but it's handy for getting out of a sticky situation.
Now it must be used wisely.
