      USSEP already fixes this issue and makes them killable after the Civil War. Some of these generals need to be alive for cut Civil War Quests and even a vanilla quest, killing them before the end of the war breaks the questline.

   Does not work as of 8/11/2019. Tried killing Legate Fasendil after installing and he's still essential.
