What does this patch cover? This patch currently introduces three outfits - a generic bandit outfit (random body armor - regular or padded, and random headgear configuration), a civilian outfit (no or lowered hood), and a unique npc outfit (no headgear).
Currently the latter two (0x801 & 0x802) outfits are not added to any NPCs, but may be added based on suggestions (or when I get around to it!).
