They're there, the amount of hydra is just a few and nearly all of them can be found deep within the waters of the Sea of Ghosts. Because they're submerged, this also makes them hard to find. That is intended.

I also managed to spawn it with console command and fight him 'cause really i just wanted to make some cool screenshots and clips. So if any of you want to spawn it just open console and do this:
"Help Hydra 4" you are gonna get some results, the hydra has a couple of npc ID's depending on the stage of the fight, but i think the first one is always the first stage, the ID for me was: FE095803 but it can be different on your game, you can also go underwater to the Hydra's location, open console and click on the hydra (if you have the "more informative console" mod) and it will tell you the base form id you need.
Then go to where you want to spawn it and type on the console: player.placeatme (Hydra's ID) (quantity of NPCs to spawn) So for me it looked like this: player.placeatme FE095803 1
Like i said i couldn't get it out of the water, the walking animation didn't trigger underwater but maybe it's an issue with other of my 500+ mods, i don't think is a problem with the hydra itself.
And that's it, the fight works perfectly with each stage triggering fine, the severed heads work, i'm actually amazed of how well this boss fight is implemented into the game, i though that when the Hydra started losing some heads it would start getting janky but no everything is perfect, i really appreciate the dedication of putting a mod like this on nexus 'cause i know it must have been a lot of effort. Thank you for this.
I already installed a couple of your other beast mods and i'll be looking for more of your work, it's really impressive and i hope to see some more mythic beast integrations, the dinosaurs mod that you have are quite good but this Hydra one it's just exactly what skyrim needed as a boss fight.

If i can't make it leave the ocean, is there a console command to spawn it myself?
