Check if the quest is running, and what stage it's got to, with:sqv Favor253bIf posting an error, please include the Stage the quest has got stuck on.
If the quest is not running, start it with: startquest Favor253b(that should make Balgruuf's dialogue options appear)
If it is running, the following console commands set different stages:
Display initial objectives: setstage Favor253b 10
Player owns Breezehome (set Purchase a House objective complete): setstage Favor253b 15
Player has made enough friends in Whiterun (set Assist the People objective complete): setstage FavorJarlsMakeFriends 45 Player has bought house and made friends (display Return to Jarl objective): setstage Favor253b 20
Make player Thane of Whiterun and complete quest: setstage Favor253b 25
It would be great if you could be Thane just with favors if you have yet to defeat the first dragon and Balgruff doesn't know you are Dragonborn. But after he knows, it makes sense he offers you Thanship on the merits of defeating the dragon and being Dragonborn alone. It is a good strategic position to ally yourself with a legendary figure other Nords, your people, respect. So Balgruff offering you Thaneship after killing the dragon makes sense. Now, it would be great to obtain it via favors as an alternative if you still haven't.
Whiterun without Main Quest is what you want for that alternative - Thaneship through favours without any dragon requirements (although you still have to do Bleak Falls Barrow).
But if you want Thaneship on the merits of defeating the dragon and being Dragonborn alone, then you don't want any mods, because that's vanilla.
Okay so quick question: do the patches for Proper Thane in this and the Riften mod both do the same thing? Vortex is reporting the earlier patch as redundant
Edit: Actually I'm just dumb. Loading them in the opposite order as Vortex suggested cleared the redundancy
Nice one ! Just saw that one of the script is conflicting with one from the mod Somebody else's problem, which is quite weird because it deals with a quest in Markarth ^^' ...! Do you have an idea why ??
I finished Dragon Rising and the quest never dropped for me. Is there a way to manually start it? I'm sure there's a conflict somewhere but I'd rather not risk killing my save if I don't have to. Thanks!

Couldn't you make an option to become Thane before Dragon Rising? Maybe using Bleak Falls barrow as a favor, instead of dragon rising. It would help for non dragonborn characters.
It would be nice if this mod allowed you to become Thane without ever reporting the dragon. In essence, you'd be able to become Thane as you would in the other holds; removes the requirement to complete that quest.. I'm starting another run through where I never report the presence of dragons to the Jarl.
Hmm... would need to think of a different quest that would need to be completed then, as I don't want to remove the "favour for the Jarl" requirement (the stage that comes before "help the people").
I got the favors to complete and purchase a house, completed the favors, and bought the house but it's not completing. Is there a console command for it or a set stage?
Worth checking that you don't have any other mods editing the same scripts that this one edits, such as QF_MQ104B, QF_FavorJarlsMakeFriends, or QF_HousePurchase (check for file overwrite conflicts in Mod Organiser or Vortex).
As for setstage, it's also worth checking what stage it got to first with sqv Favor253b(which will also help me for debugging, if there's a persistent issue)
but the one you need to fire off for it to complete properly should be setstage Favor253b 25
so I did all 10 favor's for thaneship, and it completed the quest but I get no follow up to go speak with Balgruuf, I tried just going to talk with him to see if that would do anything but nothing. :/
I'm also using your Thane Me Slower mod, I'm assuming that one doesn't affect Whiterun though, not sure. Any idea how this could happen? No scripts are being overwritten. Also the only conflicts in xEdit are from your other two mods: Thane of Riften Requires Favors, and Thane Me Slower, and also USSEP. but I can see the conflict with USSEP is for good reason and would not cause my problem :p
EDIT: I managed to finish the quest through setstage console command, still not too sure what the problem is though :| Just hoping the thaneship quests for the other holds don't have problems
Hmm... not sure I'm afraid. Thane Me Slower does affect Whiterun, but only in as much as it sets the requirement to 10 favors rather than 5, the same as all the rest. Do you have this one loading after Thane of Riften Requires Favors, and did you purchase Breezehome?
