It does seem that many of these bonuses would be fairly late game. However; most of us already have many other mods that add little bonuses, and these can stack up quite a bit. An updated, nerfed version would be welcomed!
I think the draw with a mod like this is more the recognition of the achievements than the actual bonuses. Thanks for considering!

Permanent 10% extra damage is pretty powerful. Do these perks take a while to get? Perhaps a way to implement 5% more damage and then another level for 10%?
