After testing, neither using the console nor use NFF succeeded in getting the little Paarthurnax as a follower. According to the authors, anyone who wants to use her as a follower can try using the mod EFF - Extensible Follower Framework. And If someone could do a follower patch, it would be appreciated. I can put it on Paarthurnax moe anthropomorphism's page if he want! :)
Have you tried to add both current follower faction and potential follower faction to her? I get she doesn't have the child flag, but for those NPC's with the child flag, whenever I added those two factions to them (but keeping the child flag active) I'd be able to recruit them as a follower (and they actually fight and don't run away).
Something worth trying if you'd like fujiacosmo!

Edit: Also, set a relationship rank with her to a 1 or higher (4 is the highest), that should do the trick!
Edit 2: If you're interested, the follower framework I use is Follower Live Package. There's no problems with using that in Skyrim SE; I've been doing so for almost 4 years now and it works well!
Fortunately, I have another mod installed called Miqo'te follower SE and SeraNya. It has a few petit-sounding Japanese voices there.
I went into SSEEdit, and copied K'inya's voice (VTCK: AA_MiqoVoice) into little paarthurnax. I can then ask her to follow using NFF, no factions, no force-follow needed.
If you don't have that mod, just set voice (VTCK) to: FemaleYoungEager [VTYP:00013ADC] You might need to force-follow using your follower framework if you go this route.
To make her less OP, I removed shouts, attacks, and added flag PC Level Mult for both the NPC (A_Paarthurnax) and NPC template (_youpatest), then set Level Mult to 1 (or anything you prefer). Also done in SSEEdit.
Downsides:
she no longer offers the fus feim yol upgrades (I'm fine with that, old Paarthurnax can do that).
even with follower framework, try not to give her equipment/clothes. If she wears another gear, she'll lose hair, wings, and many body parts because they're tied up as her race skin, and equipping will hide some race skin parts (which unfortunately are her limbs). accept that she will be wearing that outfit on the mod pictures for the rest of the playthrough.
If mod authors agree, I can put up a patch for the changes I mentioned in this post.
This is a temporary stop gap if you want to adventure with her now. I saw that mod authors are planning on making follower version, over at the post in Odahviing Moe Race but I'm not sure if it includes Paarthurnax, or just Odahviing. Hopefully both are included, and I'm looking forward to it.
3 weeks looking for the adult dragon girl paarthurnax mod, this is literally my last attempt, I ask PLEASE send me the link to the adult version of paarthurnax... I've already found a few different versions but the one I'm looking for is the "@blanc_neptunia" version or at least the model I saw in the post where he says "loli paarthurnax coming son" (and a picture of the loli version, and the adult version).

The wings are broken for me no matter what I seem to do, I tried reinstalling all required mods and tried faster HDT, I do not believe I am on the AE and I have even tried removing all.xml like you suggested in another post however the wings are still on the floor for me, is there anyway you could help?

Is this mod still being supported? I am having her hair clip through the floor and her tail also looks weird, also lots of people asking how to carry her like in the images, which I would like to know too, my game crashed when I tried to touch her in VR with HIGGS. I would be happy to donate if these questions are answered as well!
I really like how high quality they look. Is it possible you would make an adult version in the future? Don't get me wrong, this is cute and I love it, but I'm more of a fan of the Mature anime waifu Paarthunaax.
