Max out leveled items - Chillrend, DragonBane, Gauldur Blackblade, Gauldur Blackbow, Lunar Weapons, Miraak's Rewards, Nightingale Weapons / Armor, The Pale Blade, Shield Of Solitude, Mage's Circlet, & Amulet of Articulation. Updated for Anniversary Edition (AE)
So for example if you complete the Thieves guild quest "The Pursuit", you will get the Chillrend you'd get at level 46, regardless of your level.
I used this as a guide as to which items to change: The Elder Scrolls Wiki Leveled Items List . I'll add more if anyone has suggestions of if I come across any others. I wanted to keep this extremely simple, no changes to anything other than the below leveled lists that include weapons and armor - no gold increases.
