Changelogs
In vanilla Skyrim, shouts are kind of weak and do not scale well into end-game. With my mod, shouts are actually worth using now!

I highly recommend that you should use my mod together with those adding high level enemies and play on higher difficulties, as I envision and balance the gameplay experience around that idea.

Give me an endorsement if you enjoy my mod.

*Installation:
This mod requires Unofficial Skyrim Patch Special Edition Patch!  => 3.5 version now offer patch for those not wanting to use USSEP.
Just place my files into the Data folder and you are good to go.
Please make sure you are not on shout cooldown or have any shout effect before installing/updating/uninstalling my mod.

*General changes:
+ Shouts now have direct word translation in their name.
+ Shout effects now don't belong to any school of magic to avoid unintentional effects from magic perks (vanilla Augmented Fire/Frost perks still affect Fire Breath/Frost Breath/Ice Form shouts).
+ You only take a fraction of damage from most offensive shouts (with the damage change, this edit is made to ensure you are not getting one-shot from Draugrs and Miraak).
+ When you are level 51 and above, Unrelenting Force's knockdown and Ice Form's paralysis only have 20% chance to affect you.
+ You can fast travel in real-time with dragons when riding them (delete the INI file if you don't like this feature).
+ Unrelenting Force's cooldown (weaker version used by low level Draugs that does not ragdoll) is increased to 90 seconds. 
+ Miraak's assigned shouts are slightly changed so that he would make better use of them during the duel at the summit of Apocrypha.

*Changes to Word Meditation perks:
+ Force Without Effort: You stagger 25% less and foes stagger 25% more. Unrelenting Force shout deals 50% more damage and you can not be harmed by it.

+ Eternal Spirit: While in Ethereal form, your health recovers 200% faster and your stamina + magicka recover 100% faster.

+ The Fire Within: Fire Breath shout deals 50% more damage and reduces targets' armor rating by 150/300/450 points for 15/30/45 seconds.

*Changes to Black Book shout powers:
+ Dragonborn Flame: Summons a fire wyrm when your Fire Breath kills an enemy (the wyrm now has better AI and stronger stats).

+ Dragonborn Force: Your Unrelenting Force shout does more damage and using all three words may disintegrate enemies.
(Unrelenting Forces deals extra 50/75/100 points of damage per word level and has 20% chance to instantly kill foes when using all there word, turning them to ashes).

+ Dragonborn Frost: Your Frost Breath Shout lasts 50% longer and it can encase your foes in ice. 
(enemies failing to resist are encased in ice for 6/12/18 seconds).

*Changes to Shouts:
[Animal Allegiance] 
+ cd: 30s/animals under level 25 become your allies for 3 minutes; a spirit wolf comes to your aid for 120 seconds.
+ cd: 50s/animals under level 50 become your allies for 6 minutes; a spirit wolf and a spirit sabre cat come to your aid for 150 seconds.
+ cd: 70s/animals under level 75 become your allies for 9 minutes; a spirit wolf, a spirit sabre cat and a spirit bear come to your aid for 180 seconds.

[Aura Whisper]

+ cd: 10s/reveals presence of nearby creatures for 30 seconds; your senses are also sharpened, allowing you to deal more critical damage to foes (+25% chance to cause 6x critical damage with weapons).
+ cd: 15s/reveals presence of nearby creatures for 45 seconds; your senses are also sharpened, allowing you to deal more critical damage to foes (+50% chance to cause 8x critical damage with weapons).
+ cd: 20s/
reveals presence of nearby creatures for 60 seconds; your senses are also sharpened, allowing you to deal more critical damage to foes (+75% chance to cause 10x critical damage with weapons).

[Battle Fury]
(Instead of enchanting weapons, this shout increases attack speed directly with a magic effect and enchanted/left-handed weapons can benefit from the speed increase)
+ cd: 20s/allies around you attack 30% faster for 30 seconds.
+ cd: 35s/allies around you attack 50% faster for 60 seconds.
+ cd: 50s/allies around you attack 70% faster for 90 seconds.

[Become Ethereal] 
+ cd: 20s/Ethereal form protects you from all damage for 10 seconds; during this time you are muffled and gain Light Foot perk.
+ cd: 40s/Ethereal form protects you from all damage for 20 seconds; during this time you are muffled and gain Light Foot perk.
+ cd: 60s/Ethereal form protects you from all damage for 30 seconds; during this time you are muffled and gain Light Foot perk.
(during the effect, you can end the effect early through a new power; you can access it in the Power tab).

[Bend Will]
+ cd: 20s/targets failing to resist are encased in stone shell for 5 seconds. 
+ cd: 60s/forces enemies to become your allies for 180 seconds.
+ cd: 90s/forces enemies to become your allies for 360 seconds. If your target is a dragon, then it becomes an ally for a time.

[Call Dragon] => Name changed to Summon Odahviing; Odahviing now has stronger stats and shouts.
+ cd: 5s/bends will Odahviing (requirement: completing Dragonslayer quest)
+ cd: 5s/bends will Odahviing (requirement: completing Dragonslayer quest)
+ cd: 15s/calls forth Odahviing from the Throat of the World to help you in times of need.

[Call of Valor]
(these heroes now have stronger stats with appropriate combat perks and they will use Fire Breath/Frost Breath/Disarm/Dismay/Ice Form/Unrelenting Force/Dragonrend/Elemental Fury/Whirlwind Sprint in combat. Their shout cooldown is also faster compared to yours. For Gormlaith specifically, I also made her use the default female stance instead of the male one)
+ cd: 90s/summons Gormlaith from Sovngarde for 180 seconds.
+ cd: 90s/summons Felldir from Sovngarde for 180 seconds.
+ cd: 90s/summons Hakon from Sovngarde for 180 seconds.

[Clear Skies] (the shout lasts longer and the shockwave no longer kills birds when you use it in the wild, the shout is now considered a non-hostile action, meaning when you aim this shout at someone, it would not count as an attack)
+ cd: 10s/causes clear weather for 60 seconds.
+ cd: 15s/causes clear weather for 90 seconds.
+ cd: 20s/causes clear weather for 120 seconds.

[Cyclone]
+ cd: 40s/summons a cyclone knocking down enemies and dealing 50 magic damage on its path.
+ cd: 50s/summons a cyclone knocking down enemies and dealing 100 magic damage on its path.
+ cd: 60s/summons a cyclone knocking down enemies and dealing 150 magic damage on its path.

[Disarm] (this shout now has new effect: enemies hit by this shout will have their weapons get unequipped, not disarmed like before; due to the new effect, npcs immune to paralysis are also invulnerable against this shout)
+ cd: 20s/Enemies under level 25 with weapon drawn get knocked down and "disarmed". For 10 seconds if they try to equip their weapon again they get knocked down again until the timer goes off.
+ cd: 35s/Enemies under level 50 with weapon drawn get knocked down and "disarmed". For 15 seconds if they try to equip their weapon again they get knocked down again until the timer goes off.
+ cd: 50s/Enemies under level 75 with weapon drawn get knocked down and "disarmed". For 20 seconds if they try to equip their weapon again they get knocked down again until the timer goes off.

(If you are using multiple weapons and the shouts hit you, you may be paralyzed for the whole duration. That is because the game engine will automatically equip the previous one on you after the first one gets "disarmed". You can bypass this by unequipping the current weapon manually through inventory menu. Please note you can still get knocked down for the rest of the effect's duration if you are trying to equip any kind of weapons)

[Dismay] 
+ cd: 40s/foes under level 25 (except Dragons) flee in terror for 20 seconds.
+ cd: 50s/foes under level 50 (except Dragons) flee in terror for 30 seconds.
+ cd: 60s/foes under level 75 (except Dragons) flee in terror for 40 seconds.

[Dragon Aspect] 
+ cd: 15s/increases armor rating by 100 points, unarmed attacks deal extra 75 damage, power attack damage is 50% stronger and stamina regenerates 50% faster for 5 minutes
+ cd: 15s/increases armor rating by 200 points, unarmed attacks deal extra 75 damage, power attack damage is 50% stronger, stamina regenerates 50% faster and resistance against fire and frost is 50% stronger for 10 minutes. During this time Ancient Dragonborn is summoned when health falls below 25%.
+ cd: 15s/increases armor rating by 300 points, unarmed attacks deal extra 75 damage, power attack damage is 50% stronger, stamina and magicka regenerate 50% faster, resistance against fire and frost is 50% stronger, spells are 50% more effective and shouts recharge 20% faster for 15 minutes. During this time Ancient Dragonborn is summoned when health falls below 25%.

[Dragonrend] 
+ cd: 25s/When hit dragons are forced to land and unable to take flight for 50 seconds. During this time they are weak against physical blows and magic damage (-250 armor rating and 10% weaker to magic).
+ cd: 35s/When hit dragons are forced to land and unable to take flight for 80 seconds. During this time they are weak against physical blows and magic damage (-500 armor rating and 20% weaker to magic).
+ cd: 50s/When hit dragons are forced to land and unable to take flight for 110 seconds. During this time they are weak against physical blows and magic damage (-750 armor rating and 30% weaker to magic).

[Drain Vitality]
+ cd: 40s/deals 10 stamina damage and absorbs 5 points of stamina for 20 seconds.
+ cd: 50s/deals 10 stamina/magicka damage and absorbs 5 points of stamina/magicka for 25 seconds.
+ cd: 60s/deals 10 stamina/magicka/health damage and absorbs 5 points of stamina/magicka/health for 30 seconds.
(it does not work on Dwarven automatons and is not stackable when used multiple times against already affected targets)

[Elemental Fury] (Instead of enchanting weapons, this shout increases attack speed directly with a magic effect. Enchanted and left-handed weapons can also benefit from this speed increase (please note that ranged weapons are only partially affected by this, as the WeaponSpeedMult value only speeds up the drawing animation, the nocking animation speed is not affected).
+ cd: 40s/physical attacks are 30% faster for 20 seconds.
+ cd: 50s/physical attacks are 50% faster for 25 seconds.
+ cd: 60s/physical attacks are 70% faster for 30 seconds.

[Fire Breath]
+ cd: 40s/deals 400 fire damage over 5s.
+ cd: 50s/deals 500 fire damage over 5s.
+ cd: 60s/deals 600 fire damage over 5s.

[Frost Breath]
+ cd: 40s/deals 400 frost damage over 10 seconds, target's movement speed is reduced by 25% for 20 seconds.
+ cd: 50s/deals 500 frost damage over 10 seconds, target's movement speed is reduced by 50% for 20 seconds.
+ cd: 60s/deals 600 frost damage over 10 seconds, target's movement speed is reduced by 75% for 20 seconds.
(actors with more than 75% frost resistance are immune to the slow effect)

[Ice Form]
+ cd: 30s/deals 375 frost damage over 15 seconds while encasing foes in ice, target's movement speed is reduced by 75% for 25 seconds.
+ cd: 60s/deals 625 frost damage over 25 seconds while encasing foes in ice, target's movement speed is reduced by 75% for 35 seconds.
+ cd: 90s/deals 875 frost damage over 35 seconds while encasing foes in ice, target's movement speed is reduced by 75% for 45 seconds.
(actors with more than 75% frost resistance are immune to the slow effect)

[Kyne's Peace] 
+ cd: 40s/animals and spriggans under level 25 are friendly to you for 5 minutes/heals everyone around you 75 points of health/stamina/magicka.
+ cd: 50s/animals and spriggans under level 50 are friendly to you for 10 minutes/heals everyone around you 150 points of health/stamina/magicka.
+ cd: 60s/animals and spriggans under level 75 are friendly to you for 15 minutes/heals everyone around you 225 points of health/stamina/magicka.

[Marked for Death] 
+ cd: 40s/drains 5 points of health and 5 points of armor rating per second for 60 seconds.
+ cd: 60s/drains 5 points of health and 10 points of armor rating per second for 90 seconds.
+ cd: 80s/drains 5 points of health and 15 points of armor rating per second for 120 seconds.
(Dwarven automatons are immune to the drain health effect; the effects are not stackable when used multiple times against already affected targets)

[Slow time]
+ cd: 50s/slows down time to 15% of normal speed for 10 seconds; during this time you are muffled, gain waterwalking ability and have Light Foot perk.
+ cd: 60s/slows down time to 10% of normal speed for 15 seconds; during this time you are muffled, gain waterwalking ability and have Light Foot perk.
+ cd: 70s/slows down time to 5% of normal speed for 20 seconds; during this time you are muffled, gain waterwalking ability and have Light Foot perk.
(during the effect, you can end the effect early through a new power; you can access it in the Power tab).

[Soul Tear]
+cd: 15s/causes stagger and soul traps target for 6 seconds.
+cd: 30s/causes stagger, soul traps target for 8 seconds and deals 200 magical damage.
+cd: 90s/causes stagger, deals 400 magical damage and soul traps target for 10 seconds; target under level 99 will be reanimated for 180 seconds if killed on hit.

[Storm Call] (the lightning only strikes hostile targets, however, neutral animals may still get targeted)
+ cd: 600s/summons a lightning storm dealing 25 points of shock damage (per strike) ONLY TO YOUR FOES for 60 seconds. Lightning strikes have 10% chance to cause stagger.
+ cd: 700s/summons a lightning storm dealing 50 points of shock damage (per strike) ONLY TO YOUR FOES for 120 seconds. Lightning strikes have 20% chance to cause stagger.
+ cd: 800s/summons a lightning storm dealing 75 points of shock damage (per strike) ONLY TO YOUR FOES for 180 seconds. Lightning strikes have 30% chance to cause stagger.

[Summon Durnehviir] (Durnehviir now has stronger stats and shouts; his undead summons are stronger as well)
+ cd: 5s/bends will Durnehviir (requirement: finishing his summon quest)
+ cd: 5s/bends will Durnehviir (requirement: finishing his summon quest)
+ cd: 15s/summons Durnehviir from Soul Cairn for 3 minutes.

[Throw Voice] (the range is increased with slightly longer cooldown)
+ cd: 30s
+ cd: 20s
+ cd: 10s

[Unrelenting Force]
+ cd: 15s/staggers enemies and deals 50 magic damage.
+ cd: 30s/staggers enemies and deals 75 magic damage.
+ cd: 45s/knocks down enemies and deals 100 magic damage.

[Whirlwind Sprint] 
+ cd: 15s, the Thu'um carries you forward and encases you in a whirlwind cloak lasting for 4 second; enemies in melee range have 25% chance to be flung away. You are immune to fall damage and have 75% chance to negate all incoming physical/magic attacks while the cloak is active. You get a few seconds of slow time effect if you use the shout during combat.
+ cd: 20s, the Thu'um carries you forward and encases you in a whirlwind cloak lasting for 7 second; enemies in melee range have 50% chance to be flung away. You are immune to fall damage and have 75% chance to negate all incoming physical/magic attacks while the cloak is active. You get a few seconds of slow time effect if you use the shout during combat.
+ cd: 25s, the Thu'um carries you forward and encases you in a whirlwind cloak lasting for 10 second; enemies in melee range have 75% chance to be flung away. You are immune to fall damage and have 75% chance to negate all incoming physical/magic attacks while the cloak is active. You get a few seconds of slow time effect if you use the shout during combat.

[Phantom Form] (From Wyrmstooth mod, the phantom is no longer naked and knows Whirlwind Sprint shout. However, you need to use the patch in tandem with the main plugin for them to utilize it)
+ cd: 20s, summons a spectral clone to act as a decoy for 30 seconds, the phantom know Whirlwind Sprint and can use it during combat to sow chaos.
+ cd: 30s, summons a spectral clone to act as a decoy for 45 seconds, the phantom know Whirlwind Sprint and can use it during combat to sow chaos.
+ cd: 40s, summons a spectral clone to act as a decoy for 60 seconds, the phantom know Whirlwind Sprint and can use it during combat to sow chaos.

[Champion's Spirit] (From Falskaar mod, can only be used once per day).
+ cd: 15s, increases weapon damage by 25%, incoming physical damage is reduced by 15%, stamina is increased by 50 points, unarmed attacks deal extra 25 damage, resistance against magic is 10% stronger and incoming spells have 10% chance to be negated completely for 150 seconds.
+ cd: 15s, increases weapon damage by 50%, incoming physical damage is reduced by 30%, stamina is increased by 100 points, unarmed attacks deal extra 50 damage, resistance against magic is 20% stronger and incoming spells have 20% chance to be negated completely for 300 seconds.
+ cd: 15s, increases weapon damage by 75%, incoming physical damage is reduced by 45%, stamina is increased by 150 points, unarmed attacks deal extra 75 damage, resistance against magic is 30% stronger and incoming spells have 30% chance to be negated completely for 450 seconds.
