I'm aware that there are some freezing and crashing issues with the game and with the application in general. This will likely require me to rewrite the application. Thankfully a lot has changed in the years, and I think I can now ship a small application (20MB) that can be a lot more intelligent and not only detect what version the user is on, but also offern multiple downgrade options. I can't start this work for a few days because I'm slammed with work and IRL stuff. But until then I'll sticky a post below about how to use Steam to downgrade.
if you guys are having trouble with the patcher for 1.6.640 and have the time you can just use the steam console to redownload the files, worked for me
just throw those into the steam console one at a time and it'll download them to your steamapps/common/content folder, replace ur skyrim stuff with that and ur good to go
@papabrando sorry i'm not very tech savvy, but when you mean replace, do you mean download and then move to the common/Skyrim Special Edition folder and chose the replace option?
Thanks a lot for your workaround. It seems to work perfectly. Changing only the exe didn't work, I got a crash at launch, but redownloading everything following your steps allowed me to : - Launch skyrim. - Load a save. - Make a new game.
I've yet to play longer but all my skse related mods are loading.
For the ones like me who don't know about Steam console or are having difficulties:
1. Open a command window "Run" by pressing «Win + R» and then enter the command: steam://open/console, and then press Enter. Will open console tab on your Steam
2. on the bottom will have a space for you to enter the code. Copy the code as papabrando said. It will download the files to your "steam/commom/content" folder. If you cannot find it, just seach on the steam folder: "depot 489831" "depot 489832" and "depot 489833" after download is done.
3. Replace your "steamapps/commom/Skyrim Special Edition" files with the ones in "depot 489831" "depot 489832" and "depot 489833" in that order.
Sure, open the Steam console first. You can do this by tiping on your browser seach field: steam://open/console. Once that is open, type the codes OP posted one by one. Then, head to this directory on your computer: C:\Program Files (x86)\Steam\steamapps\content. There is where the files have been downloaded. All you gotta do now is open the folders, extract them to your Skyrim folder and replace any existing file in case it asks to.
Sorry for the dumb question, but what would be the "steam console" ? Is it the "Launch Options" you get when you open Skyrim's properties under the "General" tab?
After downloading the 3 depots via the console, in the SteamApps/content folder, you've got the app_xxxx folder, inside there's 3 depots_xxxxx folders. Open the first depot_xxxxx folder, select everything in there, copy it. Then go to SteamApps/common/Skyrim Special Edition folder, and paste it. You'll be prompted to replace or ignore the files that are the same, replace all. Go back to SteamApps/content folder, do the same for the second depot_xxxxx folder, and then for the third.
You should be able to launch the game the usual way now

I followed this to the letter but am not having success. Files were downloaded and loaded into the correct folders but I am still getting compatibility issues. Is this because I'm using SKSE to launch Legends of the Frost? What else do I need to do to get this working again?

For people having trouble, you're basically downloading all the 12gb of the game again. You just need to Copy the files you downloaded to your Skyrim installation folder (Steam\steamapps\common\Skyrim Special Edition) and replace everything. It's the 1.6.640 version, so make sure you have the correct SKSE version for it.

Hi everyone, I desperately need help working through this process. I tried to follow every step really closely, I just finished copying and pasting (and replacing) the contents of each download_depot into my SkyrimSE folder, but I'm worried I did something wrong in this process.
Now, when I try to start the game from Vortex, the icon spins a little bit, then nothing happens. When I try to start the game from the SkyrimSE launcher, I get this error message: "The procedure entry point Steam UserStats could not be located in the dynamic link library E:\SteamLibrary\steamapps\common\Skyrim Special Edition\SkyrimSE.exe"
Can anyone tell me what I've done wrong? What does this error message mean? I just started playing Skyrim again after like a year and started from scratch with modding like two days ago...now it feels like I'm on the brink of losing all that hard work and I feel like I'm gonna start freakin' crying!
Thought I didn't had to wait for the new SKSE64 and then for specific Library Mods to Update...
PS: When done copying, deploy your Mods through Vortex, so your Load Order is applied again. THEN You use LOOT and SSEedit, clean the re-dirtified original .esm files again to prevent more CTD's. Now your Modded SSE should be Pre-Update. Don't know if that helps for the ones who still have CTD's. I did it like this and now I'm playing again, as if nothing really happened.
For me it doesn't work. I mean, yeah, maybe it allows you to be 1.6.640, but then the 1.5.97 bomber doesn't work anyway, so screwed. edit: I was wrong, it's perfectly possible to go back to another version after that. ... So yeah it work.
@ethan9728 maybe vortex is trying to load the old exe for some reason? try redownloading skse and editing your executable paths if that's a thing on there, it works fine on mo2
Steam Data Base has been operating since 2012, Steam DB just lets you look at the changes of the files to a current game you own and essentially view the registry for all the "depot" files. (Where they store the old files on the Steam servers). From there, you grab the ID from it and this is essentially how our man got these links.
The only thing YOU need to do, is grab those three download links and paste them into your steam console one by one, then drag and drop into their proper location in your data folder to overwrite them. This essentially reverts all your updated files back to 1.6.640 which is what most people here are trying to accomplish.
This can be used with other games that have files that still exist in the depot and DB (Steam DataBase) is not a phishing site. It has operated this way for over a decade and really only needs your account to know what games you own. It also does not allow limited accounts to pull file links since this could all be easily used for piracy. The steam CONSOLE is native to your steam and can be opened via pasting this line in your browser or your windows + R command input: steam://open/console

Sorry this is probably a stupid question, but after I've replaced my Skyrim files what do I do if and when I do eventually want the game to update back to the most current version? Like, in order to use the newest revision of the mod collection I use.
hey @papabrando thanks for your response! I reinstalled SKSE, then took a look at the path that SKSE has from Vortex to my game file, and it looks like it's deploying to the right place. However, when I look at those files, my SkyrimSE file shows that it has been modified at 2:46pm today (when I did the downgrade download), and it indicates that it is version 1.6.6 -- but the SkyrimSELauncher file has not been modified since 11:40am this morning (when the update happened). Do you think this is affecting things?
@papabrando maybe I'm missing something in those depot folders? In the second one "depot_489832" I see a file called "bink2w64.dll" and a data folder with some .ESMs and BSAs, all of which I have copied and pasted into my SkyrimSE folder. The third depot folder "489833" has the old SkyrimSE exe, which I've also copied and pasted into my SkyrimSE folder.
You saved me! After this event Id suggest Bethesda focus on their Skyrim 6 instead of patching the game that already has been patched to perfection by the community.
@ethan9728 the one with the bink file should have the launcher in it too so idk, maybe steam messed up ur download
edit: you could probably just use the downgrade patcher bestofboth worlds to convert it to the older version instead of downloading again, some guy said all you apparently needed from this was the meshes.bsa and misc.bsa
@papabrandao ahhh I see. I'm wondering if I was going too fast when I was putting those download_depots into the steam console. For instance, when I put in the first one into the console, the console then said "downloading depot 489831 (4271 MB)..." Once I saw that message, I just entered the second download_depot into the console. Should I be waiting until the console says "downloading complete" or something?
I'm putting them through the steam console again, but this time I'm just sitting here and waiting for it to say "download complete" or something before I go to put the second "download_depot" in...but it's been like 14 min already and it's only 4271mb, so maybe this isn't right either...

I'd already tried to do the normal patching approach, updated SKSE and updated Address Library, then I saw half my plugins were broken. Using this game as an escape from stress at the moment and I thought the 80+ hour, 640 mod playthrough I have going was kaput, which would have really fucked me for a while.
So tired of this aged company milking the life out of the IPs that made them beloved at the expense of their fans. Fucking Bethesda has been down the drain ever since they released this, the sale to MSFT and the release of Starfield is the writing on the wall, if we want to make ES6 any good we'll have to do it ourselves. It'll be chock full of Creation Club s#*! at this rate.
Reverted to SKSE 2.2.2 like I had before, reverted to my old Address Library plugin, and replaced my Skyrim stuff with the files downloaded here, and that fixed my game.
Hey thanks a lot, I'm on the middle of downloading the stuff so took the chance to come by a say thanks. Really can't understand why Steam forces users to keep games updated, GOG allows you to not just don't keep games updated but even revert to previous versions whenever you want. It's funny how Bethesda is "invested in their modding commynity yadda yadda yadda" and yet in 15 yeras they keep just not taking the little time it gets to just not f*#@ things up for their modding community xD

Do these files include the cc content that it prompts you to download ingame? or do i have to download that first and then replace the updated files with the ones you linked?
Dumb question. As far as I understand, mods don't affect the vanilla folders. So is it safe to deploy, install or uninstall mods and basically do what I have been doing so far after this solution?
For those of us that haven't used the console before. It gives you ZERO indication of what's going on after it says it's downloading 4+ GB. No progress meter etc. It's DLing, just give it time. Go to the skyrim folder in program files, where steam is installed, not the game. Find the content folder and look in there for DL progress.
Cause, you know, in 20 fucking 23 we STILL don't have progress meters in Steam.

I tried the creation club fix but it says "Depot download failed : missing license for depots 1946183" Will we be without CC content now? I mean I guess I don't really mind unless does anyone know of any mods that require CC content?

Press windows + R then steam://nav/console in order to get to steam console. Do it one by one, let the 1st one finish downloading fist, then enter the 2nd one, once it finish, enter the 3rd one. You can find all the 3 packages that are downloaded in ”Steam\steamapps\content\app_489830” Then just replace your “steamapps\common\Skyrim Special Edition” files with the ones in “depot 489831” “depot 489832” and “depot 489833” in that order. To check what version you currently have installed, right click on SkyrimSE.exe > Click Properties > Click on Details > Look at "File Version" IMPORTANT: If you experience any kind of crashes CTD after downgrading, chances are you do not have BACKPORT EXTENDED ESL SUPPORT in your load order. This mod is now REQUIRED if you are playing on a downgraded 1.5.97 or 1.6.640 game (thanks bethesda). Grab it, install with your mod manager and you should be good to go (and make sure you have all the required dependencies which is SKSE and Address Library for your version of the game)
if i already used the downgrader to go from 1.16.1130 to 1.5.97 does that mean i have to get the 1.5.97 .exe and it should work?
edit: nvm, nope, for anyone else wanting to know, you download all three folders and drag and drop the downloaded contents into the Skyrim folder then run the downgrader again
Thanks for the help! I downloaded only "489833" manifest before for the .exe only and it didn't work, then i downloaded the other 2 you mentioned and installed them in order, now it works perfectly.
So if it is your first time using steam console and you're worried whether it is stuck or not, do not worry. It is downloading, there's just no way to see the progress until it is finished.
The thing I didn't do properly was to download each file separately : in other words, wait for the first one to finish downloading and then start the next one.
You're not removing any files. Copying the downloads into the Skyrim directory will detect any conflicting files and replace them. Unlike when the initial AE update came out, there's no new files Todd Coward has injected(to my knowledge).
Hi Ramaduse. I did get a confirmation in the Steam window when the file download was complete. For my system it was 13 minutes for 489831, 22 min for 489832, and about 20sec for 489833.
for anyone crashing after downgrade, please download Backport Extended ESL Support and install it in MO2. This mod is now required if you are running downgraded version of the game (thanks Bethesda)

Interesting. Did you make sure that the version of Script Extender you're using matches the game and Address Library you're using? The error you're getting sounds like an error where the address library doesn't match the game you're launching, but if you have a 6x version of the game as well as a 6x version of address library, it SHOULD be working.
Suspiria I still have the latest version of the address library all in one anniversary edition 1.6.x and for the latest update. I downloaded skse64_2_02_03/1.6.640. Where can I get an older version of the address library if thats the case?
Edit: I managed to fix the issue. If you have powerofthree's papyrus extender disable it.
On 1170, I have done this correctly on multiple tries (wiping and redownloading skyrim after every crashing problem after) and when I do, without mods, the game just crashes to desktop, with or without the correct skse version and MO2 says it doesn't recognize the game folder as being skyrim. I have been unable to mod skyrim since the 1130 (and pre 1170) update as anytime I would attempt to start a game with mods (all say work with 1130), nothing but crashing. Does anyone know wth is going on here?
I've done this twice already and my game version is still set at 1.6.1170 and I can't figure out why. Here's the mistake: Don't just copy/paste the folders directly into the ROOT folder, copy/paste the contents to find the downgraded version you need.
Didn't work for me. Downloaded the files one by one, manually extracted the files into Skyrim folder...and the patcher doesn't recognize the game files. Thanks, Todd.
Edit: my initial mistake was not downloading the proper patcher for my game version. Thankfully, I resolved that, now it just crashes after loading a save.
EDITX2: I'm an idiot. My crashes were because of synthesis patcher issues not the downgrade patcher. It works, the steam depot+patcher that is.
Not sure if something changed in the last couple of days but many people reporting that your method is no longer working, myself included. It looks like the Skyrim - Patch.bsa file is an unexpected filetype in the Patcher's output, and none of the depots you suggested include a file to overwrite that one.
EDIT: Downgrade via the download_depot to 1.6.640 and then get the old files version of the patcher to go from 1.6.640 to 1.5.97 and that seems to work just fine.

- Download Depotdownloader (open-source) from github and unpack to a folder you remember (for example: "C:\Modding\DepotDownloader") https://github.com/SteamRE/DepotDownloader - press win + r, type cmd and press enter - First ONLY TYPE(no enter) this with apostrophe: "C:\Modding\DepotDownloader\DepotDownloader.exe" depotdownloader -app 489830 -depot 489831 -manifest 3737743381894105176 -username YOURUSERNAME -password YOURPASSWORD - change YOURUSERNAME to your steam-username and YOURPASSWORD to your steam-password and now press enter (you will login to your steamaccount to download the depots) - maybe Steamguard will send Email to verify you. Type in Code from mail you got from steam-system, press enter and wait
Do the same with this IDs. Just change ID in commands:
- the last line in cmd after download is the output-path (maybe: C:\Users\YOURUSER). There is a new folder now named depots - go to this folder and there are your depots(IDs). Maybe you want to delete Skyrim-Inis to not overwrite yours. - Copy all except the .DepotDownloader-folder in your Skyrim.exe-folder and overwrite all. If you are not using english voices ingame like me, type the command again with this IDs for german voice: appiddepotmanifest German: 489830 489836 2360664012913025776 other languages: - type steamdb in google and go on link from steamdb (should be this https://steamdb.info) - search for skyrim special edition - click on Depots on left hand side - Now you see all Depots. Click the ID number from your language-depot - In the tabel you can see the needed IDs: Depot ID and Manifest-ID. App ID is still 489830. - Type same command again with edited IDs and wait until its finished - Copy all except the .DepotDownloader-folder in your Skyrim.exe-folder and overwrite all.
If you want to block auto-updates on steam: - Watch your Skyrim.exe-folder path and navigate to steamapps - search for file: appmanifest_489830.acf - rightclick -> Properties -> Check box read-only at attributes If you want to enable Updates -> Uncheck box

for the people who would like to play on V1.5.97 WITHOUT creation kit or any CC from V1.6!!!
if you want an easier way then just download the codes via steam console for v1.5.97 and skip using the downgrader HOWEVER you WILL NOT be able to use AE mods and creation kit WILL NOT work as it completely changes the game version. IT IS NOT a best of both worlds

these are the depot codes for V1.5.97, write these down or make a note of them, and if your game ever updates again then just go to thesteam console ( win + R then type in the run box steam://nav/console) and download these depots again wait until they all say complete (i rushed it myself and got it wrong, itll take a short while since your downloading pretty much the whole game) then go to the steam files, NOT where you put the game, for most people thats steam/steamapps/content and drag and drop all the files into the game directory which is where ever you put the game steam/steamapps/common/skyrimspecialedition this will again take a short while since your transfering pretty much the whole game, make sure you have the right skse64 for 1.5.97 and your good to go, the start menu when you load the game will tell you that your offline blah blah blah where the 'upgrade to aniverssary edition' reminder usually is but ignore it, thats just the game trying to coax you into believing you need the newest versions of the game.
i just completely started fresh about an hour before writing this with a brand new steam download of the game, fresh MO2 and fresh download for skse64 and its working flawlessly
Not at all sure if this is your problem, but I was getting a simular message when I tried to download it. Finally, I found that I didn't have any folder pertaining to this past the Steamapps folder. So, I had to add each one manually and it worked fine. The folders I created were.... Steamcontent/Depot/489831/Manifest/3660787314279169352/5/1566987035580983565 Hope this helps you somehow 😊
so i follow these steps, get the game to version 1.6.640.0, run the patcher (BestofBoth,) "error! cant patch file, doesnt match expected format," patched deletes bink2w64.dll, and game wont start. next step?
I never post, but this helped me out a ton so I'm paying it forward by saying that if the latest Skyrim version is still 1.6.1170 on the day you're looking to downgrade, you will have success in using dizzy's method above if you're trying to get back to 1.5.97.
To do this, downgrade from 1.6.1170 to 1.6.1130 using his commands above, then use the latest BestofBoth file for 1.6.1130-1.5.97. Then just make sure you have backport extended esl support and you should be good to go!
I accidentally clicked on the normal Skyrim.exe and the update started. In spite of me quickly shutting it down, it only took a fraction of a second to begin the update.
As such, My .exe files were no longer in my pc (pending Steam update) and I started having MO2 errors. I backtracked my ass through the whole internet trying to find out why MO2 was broken, when the problem was Steam... or rather Bethesda.
Any way, my journey lead me here and you saved my 400+ modding time.

I'm not as tech-savvy as most people on here, but there was an update not long ago that took the game from Version 1.6.1130 to Version 1.6.1170. This patcher is set to work with 1.6.1130 so unless you've stopped the game from updating, you will have Version 1.6.1170 and therefore the patcher can't change the code. Well man, bad news. You might just have to make a downgrade mod for Fallout 4. Their upcoming update may have just single-handedly merked the Fallout: London project.
Fallout's "Next Gen" Update! It went about as well as we expected. All the modders knew it would break s#*! (such as the fuckin' Script Extender), while all the hopeful fans were left disappointed by a mediocre release.
We essentially got Fo's equivalent of the Anniversary update, but with even less cool shit.
On the bright side, we were better prepared a second time around, it's been just over a day and we've already got a downgrade mod of our own (I wonder if Halgari had a hand in it's creation).
I have a problem, I have the special edition and I want to update it with the "BestOfBoth_1.6.1130.0-1.5.97.0.exe", but when I do I get this message "Error! Can't patch file, it doesn't match the expected format" and I have the game data saved correctly because it's from steam. What can I do?

Edit/update: fixed the problem. Needed to wait for the other depot files to download. all sorted.

This error pops up. I think because not all the files for the download depot get downloaded. I see video guides where 31 and 32 have more files outside of their Data folders and mine just don't. Any ideas, please help

I'm aware that there are some freezing and crashing issues with the game and with the application in general. This will likely require me to rewrite the application. Thankfully a lot has changed in the years, and I think I can now ship a small application (20MB) that can be a lot more intelligent and not only detect what version the user is on, but also offern multiple downgrade options. I can't start this work for a few days because I'm slammed with work and IRL stuff. But until then I'll sticky a post below about how to use Steam to downgrade.

Changing only the exe didn't work, I got a crash at launch, but redownloading everything following your steps allowed me to :
- Launch skyrim.
- Load a save.
- Make a new game.
I've yet to play longer but all my skse related mods are loading.
For the ones like me who don't know about Steam console or are having difficulties:
1. Open a command window "Run" by pressing «Win + R» and then enter the command: steam://open/console, and then press Enter.
Will open console tab on your Steam
2. on the bottom will have a space for you to enter the code. Copy the code as papabrando said. It will download the files to your "steam/commom/content" folder. If you cannot find it, just seach on the steam folder: "depot 489831" "depot 489832" and "depot 489833" after download is done.
3. Replace your "steamapps/commom/Skyrim Special Edition" files with the ones in "depot 489831" "depot 489832" and "depot 489833" in that order.
4. Run the game

Once that is open, type the codes OP posted one by one.
Then, head to this directory on your computer: C:\Program Files (x86)\Steam\steamapps\content.
There is where the files have been downloaded. All you gotta do now is open the folders, extract them to your Skyrim folder and replace any existing file in case it asks to.
Go back to SteamApps/content folder, do the same for the second depot_xxxxx folder, and then for the third.
You should be able to launch the game the usual way now

For people having trouble, you're basically downloading all the 12gb of the game again. You just need to Copy the files you downloaded to your Skyrim installation folder (Steam\steamapps\common\Skyrim Special Edition) and replace everything. It's the 1.6.640 version, so make sure you have the correct SKSE version for it.

Now, when I try to start the game from Vortex, the icon spins a little bit, then nothing happens. PS: When done copying, deploy your Mods through Vortex, so your Load Order is applied again.
THEN
You use LOOT and SSEedit, clean the re-dirtified original .esm files again to prevent more CTD's. Now your Modded SSE should be Pre-Update.
Don't know if that helps for the ones who still have CTD's.

Steam Data Base has been operating since 2012, Steam DB just lets you look at the changes of the files to a current game you own and essentially view the registry for all the "depot" files. (Where they store the old files on the Steam servers). From there, you grab the ID from it and this is essentially how our man got these links.
The only thing YOU need to do, is grab those three download links and paste them into your steam console one by one, then drag and drop into their proper location in your data folder to overwrite them. This essentially reverts all your updated files back to 1.6.640 which is what most people here are trying to accomplish.
This can be used with other games that have files that still exist in the depot and DB (Steam DataBase) is not a phishing site. It has operated this way for over a decade and really only needs your account to know what games you own. It also does not allow limited accounts to pull file links since this could all be easily used for piracy. The steam CONSOLE is native to your steam and can be opened via pasting this line in your browser or your windows + R command input: steam://open/console

Should I be waiting until the console says "downloading complete" or something?I'm putting them through the steam console again, but this time I'm just sitting here and waiting for it to say "download complete" or something before I go to put the second "download_depot" in...but it's been like 14 min already and it's only 4271mb, so maybe this isn't right either...
WAIT I THINK I REALIZED WHAT I'VE BEEN DOING WRONG HOLY s#*! HOLD ON STAY TUNED OH GODI'd already tried to do the normal patching approach, updated SKSE and updated Address Library, then I saw half my plugins were broken. Using this game as an escape from stress at the moment and I thought the 80+ hour, 640 mod playthrough I have going was kaput, which would have really fucked me for a while.
So tired of this aged company milking the life out of the IPs that made them beloved at the expense of their fans. Fucking Bethesda has been down the drain ever since they released this, the sale to MSFT and the release of Starfield is the writing on the wall, if we want to make ES6 any good we'll have to do it ourselves. It'll be chock full of Creation Club s#*! at this rate.
Reverted to SKSE 2.2.2 like I had before, reverted to my old Address Library plugin, and replaced my Skyrim stuff with the files downloaded here, and that fixed my game.
Really can't understand why Steam forces users to keep games updated, GOG allows you to not just don't keep games updated but even revert to previous versions whenever you want. It's funny how Bethesda is "invested in their modding commynity yadda yadda yadda" and yet in 15 yeras they keep just not taking the little time it gets to just not f*#@ things up for their modding community xD

Press windows + R then steam://nav/console in order to get to steam console.
Do it one by one, let the 1st one finish downloading fist, then enter the 2nd one, once it finish, enter the 3rd one.
You can find all the 3 packages that are downloaded in ”Steam\steamapps\content\app_489830”
Then just replace your “steamapps\common\Skyrim Special Edition” files with the ones in “depot 489831” “depot 489832” and “depot 489833” in that
order.
To check what version you currently have installed, right click on SkyrimSE.exe > Click Properties > Click on Details > Look at "File Version"
IMPORTANT: If you experience any kind of crashes CTD after downgrading, chances are you do not have BACKPORT EXTENDED ESL SUPPORT in your load order. This mod is now REQUIRED if you are playing on a downgraded 1.5.97 or 1.6.640 game (thanks bethesda). Grab it, install with your mod manager and you should be good to go (and make sure you have all the required dependencies which is SKSE and Address Library for your version of the game)
edit: nvm, nope, for anyone else wanting to know, you download all three folders and drag and drop the downloaded contents into the Skyrim folder then run the downgrader again

Interesting. Did you make sure that the version of Script Extender you're using matches the game and Address Library you're using? The error you're getting sounds like an error where the address library doesn't match the game you're launching, but if you have a 6x version of the game as well as a 6x version of address library, it SHOULD be working.
Edit: I managed to fix the issue. If you have powerofthree's papyrus extender disable it.

I've done this twice already and my game version is still set at 1.6.1170 and I can't figure out why.
Here's the mistake: Don't just copy/paste the folders directly into the ROOT folder, copy/paste the contents to find the downgraded version you need.Edit: my initial mistake was not downloading the proper patcher for my game version. Thankfully, I resolved that, now it just crashes after loading a save.
EDITX2: I'm an idiot. My crashes were because of synthesis patcher issues not the downgrade patcher. It works, the steam depot+patcher that is.
EDIT: Downgrade via the download_depot to 1.6.640 and then get the old files version of the patcher to go from 1.6.640 to 1.5.97 and that seems to work just fine.
You should open Textpad to prepare your commands to just copy and paste into cmd
- Download Depotdownloader (open-source) from github and unpack to a folder you remember (for example: "C:\Modding\DepotDownloader") https://github.com/SteamRE/DepotDownloader
- press win + r, type cmd and press enter
- First ONLY TYPE(no enter) this with apostrophe: "C:\Modding\DepotDownloader\DepotDownloader.exe" depotdownloader -app 489830 -depot 489831 -manifest 3737743381894105176 -username YOURUSERNAME -password YOURPASSWORD
- change YOURUSERNAME to your steam-username and YOURPASSWORD to your steam-password and now press enter (you will login to your steamaccount to download the depots)
- maybe Steamguard will send Email to verify you. Type in Code from mail you got from steam-system, press enter and wait
Do the same with this IDs. Just change ID in commands:

- the last line in cmd after download is the output-path (maybe: C:\Users\YOURUSER). There is a new folder now named depots
- go to this folder and there are your depots(IDs). Maybe you want to delete Skyrim-Inis to not overwrite yours.
- Copy all except the .DepotDownloader-folder in your Skyrim.exe-folder and overwrite all.
If you are not using english voices ingame like me, type the command again with this IDs for german voice:

With these depots you can downgrade directly from 1.6.1170 to 1.6.1130 and thus use the patcher again!
if you want an easier way then just download the codes via steam console for v1.5.97 and skip using the downgrader HOWEVER you WILL NOT be able to use AE mods and creation kit WILL NOT work as it completely changes the game version. IT IS NOT a best of both worlds

these are the depot codes for V1.5.97, write these down or make a note of them, and if your game ever updates again then just go to thesteam console ( win + R then type in the run box steam://nav/console) and download these depots again
wait until they all say complete (i rushed it myself and got it wrong, itll take a short while since your downloading pretty much the whole game) then go to the steam files, NOT where you put the game, for most people thats steam/steamapps/content and drag and drop all the files into the game directory which is where ever you put the game

this will again take a short while since your transfering pretty much the whole game, make sure you have the right skse64 for 1.5.97 and your good to go, the start menu when you load the game will tell you that your offline blah blah blah where the 'upgrade to aniverssary edition' reminder usually is but ignore it, thats just the game trying to coax you into believing you need the newest versions of the game.
i just completely started fresh about an hour before writing this with a brand new steam download of the game, fresh MO2 and fresh download for skse64 and its working flawlessly

Jesus, the headache I'm going through just to generate a grass cache.
To do this, downgrade from 1.6.1170 to 1.6.1130 using his commands above, then use the latest BestofBoth file for 1.6.1130-1.5.97. Then just make sure you have backport extended esl support and you should be good to go!
I accidentally clicked on the normal Skyrim.exe and the update started. In spite of me quickly shutting it down, it only took a fraction of a second to begin the update.
As such, My .exe files were no longer in my pc (pending Steam update) and I started having MO2 errors. I backtracked my ass through the whole internet trying to find out why MO2 was broken, when the problem was Steam... or rather Bethesda.
Any way, my journey lead me here and you saved my 400+ modding time.
