For those having problems with the book not being delivered, I've added a copy of it to Farengar's lab in Dragonsreach. It's on the table to the right as you enter.
If you are annoyed at the puzzle, you can always type TCL in the console to turn on no-clip mode, walk through the energy shield to grab the jasper claw, leave, and type TCL again to turn clip back on.
a bit easier puzzle maybe would be better? or maybe another human sacrifice instead just like Boethiah I am not a dyndolod user but this tower just doens't appear to have distant Lods so it vanishes when you aren't close and pops in when in range. Also no map Lods. unsure if this will ever get fixed or not.
I just checked after running DyndoLOD: the tower does appear as a distant object. I did, however, regenerate all of my textures with TexGen and the LODs with DyndoLOD itself after I summoned the tower. Perhaps that is the secret sauce?

As far as the map LODs - I did not see them at all, so that still needs to be done.
For those struggling with the puzzle, here's something to help you solve it. While I won't give out the actual button order (definitely didn't forget, you can't prove otherwise), I can give out a few tips on how to solve it.
- Each button moves the pillars in its corresponding row/column, each button raises or lowers 3 pillars at a time. - The position of certain pillars will help you solve a row, certain positions will allow you to manipulate specific rows. - When you successfully solve a row, lower/raise it before trying to move another.
The Sage is suffering from blackface syndrome, which is a very strange occurrence in such an expertly crafted mod. Is there any hope for him to be cured of this despicable illness? Does the mod-maker... I mean great Wizard that created the tower possess the necessary skill in Restoration? One can only hope... I have to say though, conjuring the tower was one of the most epic moments I've ever experienced in this game. It really makes you feel like an immensely powerful Arch-Mage. The puzzle was great as well, even if a bit on the difficult side. It gives one a sense of accomplishment, making you feel like you deserve that glorious tower because you're smarter than the average bear... I mean mage. All and all, great mod. A highly rewarding experience. Thank you.
Pay attention to the Lights in the background. When the Lights are whiteish the bottom pillars move. When the lights are blackish the top pillars move. The goal is to have all the pillars touch each other.
I used an excel spreadsheet to speed up the process, and have made a post to share it. The direct link is here. Hopefully it helps without just giving the puzzle away or automatically solving it for you. : )
