This has been an eye-sore for a while. Went ahead and did a dirty fix up in CK.
This will use whatever texture mods you have installed.

It has come to my attention that this has already been fixed by the Landscape and Water Fixes mod (specifically fixed in v6.3 of that mod) but can be undone by esp conflicts. The conflicts in my case was from Majestic Mountains and Depths of Skyrim overwriting the already existing fixes. I will leave this up as a learning resource for others who run into this issue.
