You could have just used the pre-existing Hold Guard armours? Whatevs. I'll make my own ESP for personal use. I won't be putting the armour on the carriage drivers or bards, like the Lite version of this mod. Anyone passing by express some interest if you want me to upload it.
I was working on a mod similar to this a few years ago but never got around to finishing it. I was also planning on adding a new Housecarl for becoming thane of Winterhold (she was going to be named Summer lol). I decided to poke around in your mod in XEdit to see what you did differently than what I was planning, and I noticed something. None of the new armor pieces have tempering recipes. Easy enough to fix on my end, and I may just do that for my next playthrough, but definitely something you should consider adding if you ever come back to update this mod. I also noticed a few unnecessary changes you made (easy to fix in XEdit) such as flagging one of the vanilla guard armors as heavy or slightly changing some of the housecarls' weight.
I rolled up my sleeves and got work. I've taken WetCement and thunderclam's suggestions, and i've updated to a Version 2 with a separate new "Hold Armor" with Heavy Armor stats. I've also enabled crafting of the new armor in the leather category(I used that because the Iron section was too busy!) . I used Iron in the recipe to try and add some balance. The 'carls will have the new Hold Armor in their base inventory, hence you wont be able to take it off them, but you can craft it if you want to rep your hold(Eastmarch, biotch!).
I've also updated the "Lite" versionwith the new goodies.
Tommorrow, i'll update the helmet version.

P.S.: Ignore the stats on the screenshots, I maxed out my smithing and heavy armor stats on that specific character, so anything she makes is high. I set the base rating to match steel armor.
If you use this and want to use your housecarl as a follower, it will benefit you a lot to give them a heavy armor set, as all housecarls have higher heavy armor level (at level 50 they've got 100 heavy armor, 20 light armor skill). Looks nice though. Might use this next character I start.
I think that this mod should have an alternate version that doesn't change the look of the Housecarl Hold armor but renames it to Housecarl Armor or something and resets it to Heavy. That way there's Hold livery for PCs who wanna represent their Hold too.
Looking through the CK, I'd either have to set Guard armor to heavy through out the entire game, or create a separate set of Hold Armor with heavy stats( i was thinking somewhere between Steel and Steel Plate) and putting a chest for PCs in the houses. Trying to avoid having the create new items within the game, but i can give it a try over the next few days.
Any suggestions on armor ratings? Similar grades?

I think you should definitely consider doing separate Hold Armor. The reason being that you solve several problems without creating any new ones. If you change all guard armor to Heavy, you end up with people not using your mod if they prefer to wear Hold Armor but are Light Armor users. If you gave the heavy armor using Housecarls heavy versions of the Hold Armor (Housecarl Hold Armor) then players could either swipe it from their Housecarls or put it in the crafting menu under Misc.
I think the Armor Rating should probably be Steel but if you wanted it to be different than a base armor set, I'd do between Iron and Steel because that seems commensurate with the vanilla Light Hold Armor ratings.
I'm definitely working on creating a separate heavy armor for housecarls, and enabling it in the armor crafting menu in the new version of the mod. This mod turned a little more ambitious than i set out too, but i'm going to buckle down and get to work!
I had a similar mod on my original Skyrim, but is there any way you could upload a version without bards wearing Hold armor? Strikes me as weird that hired musicians would come dressed as guards. Outside of that, great mod though, was hoping one like this would come around for SE!
I'll give that one a try. My idea to me was more of like livery or a uniform. My other idea for an update is to figure out how to make stewards load the housecarl gear after they're hired.
I hear ya, appreciate you looking out. Also, I'm not sure if it was intentional or not but my Falkreath Housecarl would no longer be wearing her Alikr Hood when using this mod
I specifically made sure the Alikr hood was part of Rayya's default gear.(it goes together with the falkreath blue anyway). Testing it out, if any housecarl don't update to the new gear or act wonky, try clicking on them in the console, and disable and re-enable them. That especially works on a playthrough when you've already had them assigned to you already.

And i also uploaded a helmet version with vanilla bards and drivers. Personally, i wasn't a fan of 'carls with helmets, but to each his own
