Scaling for this mod was designed via an upper bound approach.
If we were to consider the theoretical highest damage in a single hit, the source is likely to be a two handed stalhrim mace, with frost damage enchantment and chaos damage enchantment, which upon a successful proc will likely deal over 330 damage (i didn't experiment for the exact number, but approximated from a two handed stahlrim greatsword).

1. Overall Design Evolution and Role-Playing Lore Justifications
When I first started with this mod to satisfy my unarmed cravings, most of my research was done purely through the maths available on UESP. The earliest version of this mod involved creating a special set of gloves with incredibly tweaked based armor values, and then figuring out how to carefully toy with keywords so that these gloves benefitted as little as possible from heavy armor skills and its related perks that scaled armor ratings.
It was a disaster.
The first test version involved equipping a dragonplate glove with base armor of 80-something. I punched a few mobs, but felt something was off. Installed the Floating Damage mod by Felisky 384 and proceeded to laugh my ass when I saw the number float up: 17.
