nice effort, yet how many thalmor themed dungeons are in the game to begin with ? there is northwatch you go to break out a whiterun npc, the embassy which you have to get into for the mainquest is one, others i cant remember.
Not very many. Embassy, Northwatch, and the Headquarters in Solitude, but you need other mods to really populate it. There is also the Thalmor group in Dragonborn, with the Stahlrim quest. This also effects Thalmor themselves, so their patrols on the road and such are included.
Compared to the WIP dwemer or draugr modules of Faction Specific Loot, Eagles of Alinor does extend to less places in the game. But that's why they're WIP and this one is released.
Solution create a mod called the thalmor grasp, adding several thalmor bases around skyrim made to monitor and adjudicate nearby cities and hunt the talos worshippers 😋
Good mod, you'd think Bethesda would take the time to edit the leveled lists to distribute equipment and loot more sensibly. Well done
Just a heads up - my mod, Thalmor Armory, adds new models for the Thalmor soldiers' weapons and armor, and edits the leveled lists that control what equipment spawns on them. It's very likely that the mod is compatible with this one right out of the box as long as it is loaded after yours. If not, only very minor patching would be required.
Loading your mod after would probably work to carry forward its functionality with part of FSL's, but the loot bit would require more of a substantial patch.
The main sticking point for unique Thalmor Armor mods like yours or aMidianborn Variants is loot in chests and such, specifically enchanted loot pools. Assuming you didn't create a full suite of enchanted versions of the armor and weapons, the patch would need to make those and create leveled lists for them to replace the standard elven and glass lists that are in Thalmor containers. Otherwise the Thalmor would be carrying their unique Thalmor gear, but the enchanted loot would be generic elven.

This solves the issue of Thalmor using steel in a lore friendly way and negates the need for setting their encounter zone level to 19.
