   So were these textures upscaled BY 4x or upscaled TO 4k?

      By 4x.  Anything that ended up greater than 4k was reduced to 4k.

   I'm guessing it's the lack of pictures or really lack of effort at all with the publishing of this mod for the lack of downloads and endorsements for this mod. I hope the quality of the mod itself is a lot better. It's just a texture upscale mod. You'd think it'd have a lot more downloads and endorsements.
