Would it be possible to make the skooma pipe not an ingestible but a misc item that requires you to have a bottle of skooma on your inventory to use it?
Both. Skooma is liquefied (probably distilled) moon sugar. You can either drink it or smoke the vapors. I believe a skooma pipe works in the same way as a water pipe or a vape. You put a little skooma in the top part of the pipe underneath the candle, the candle warms the skooma and vapors escape through the pipe, allowing you to smoke it.
