Could someone tell me where the tome is? I don’t want to use the console to spawn as that’s already what I downloaded this mod for, but I still can’t find the thing.
Did you find it yet? I think it's in the crypts under the college of winterhold
Also you can just open console, type: "help spectral" and hit enter. There should pop up an item called Spell Tomb Spectral Arrows. with an ID. Type: "player.additem [spell book ID] 1" And done
The location description is a little cryptic. Is that the Mage's College or the Bard's College? The only actual flames I can think of for either is where they burn the king in eiffage at the Bard's. Unless the flames are the names of one of the colleges' lacrosse team or something.

Hint: Must Have Winterhold Restored to find it good luck.
