Can you help me understand what the values for the vampire percent attributes do? If I want vampires to have 25% more health than the base race, then do I put 0.25, 1.25, or 2.5, or 25? I thought that you'd put 25 for a 25% increase, but since the default value for vampire health is 0.9 and I assume that you're not giving vampires 0.9% health, maybe that means 90% health instead.
It's been over a year since any activity, but the patcher seems cool.
Hey - apologies for the late response, in case you're still wondering - but your assumption is correct here. The values are a modifier / deviation from the base values, where 1.0 is the original value and 0.9 is 90% or 1.25 125%.
I'm actually not too sure - I'd assume not, since these are strictly base stat modifications - but I'm not familiar with how Skyrim stores that sort of data. If you have or use a mod that displays HP of enemies, you should be able to check with the .esp enabled versus without it enabled. If you are able to check, please let me know if you need to reset cells or not - would be much appreciated!

Each race should win different hit point per level, like for every other stats... So you can have Orsimer with a big HP pool around Lv30 but they will be rather slow, and the opposite for a Bosmer who will win smaller HP point per Lv but will see his speed increase by a tiny %
The next update will include the ability to adjust the hitpoint gain per level setting, however it should be noted that the HP gain per level function is global (this is just how Skyirm has it set up) - so it affects all races equally.
In the base game, what differentiates all races (DogRace versus OrcRace) is the base hitpoints, and then the level of the character. And on top of that, the class.
So if you set Orc base HP to 120, at level 30 they'll have 270 HP, whilst a Bosmer with 50 base HP will have 200 HP.
I'll be uploading a Morrowind-style config with different stats for each races.
I'll look into seeing if I can devise a work-around to achieve what you're looking for!
