1) Content
Ivarstead is also a Jarltum, ruled by a large and powerful castle above the city. A landslide after a dragon and werewolf attack destroys the castle and parts of Ivarstead, and many are killed, including the Jarl.

The Dragonborn finds a castle in ruins, with many dead and injured villagers, and of course helps the inhabitants and in rebuilding the castle, as well as fending off and fighting off invading wild hordes.

Last but not least, the Dragonborn can succeed the Jarl and become Jarl himself and use the castle as his home, with which he now has an abundance of tasks to keep the population happy. Otherwise, they might even revolt and try to depose or assassinate the Dragonblood as Jarl.

2) Game requirements, conflicts
No DLC is required. The player should already be the Dragonborn.
Downlaod and install first the complete German SSE version, after that overwrite the esp by this english version

There are two possible incompatibilities: (1) Majestic Mountains changes the mountain and snowfields above and around the castle to look incongruous. (2) Then, a mod that changes the location of Ivarstead, possibly adding new houses, can lead to double occupancy. For the actual gameplay, this is not a hindrance and can possibly even be ignored. Apart from that, I didn't discover any conflicts and had a completely error-free playthrough during the complete test.

3) Game start, starting hints
Take the path up to the castle, the drop bridge can be opened with a pull rope at the right gate pillar (slightly hidden by trees in my case). Go through the courtyard, left up the stairs to the top, there try to open the entrance gate to the castle. It appears "... can only be opened with a key".  You must click the E to get the system message! See HERE - Now go back down, go through the gate in the courtyard and look for the deport administrator Goldur. He's either right down there, or upstairs at his desk. Dialogue "What's happening? You look scared" start (don't ask about buying a house or trading!).

Ingame is "The book of the Jarl of Ivarstatt".
For those who can't find it (I didn't) here is the text of the book, which again describes the tasks and contents:

Jarl of Ivarstead

This book explains in a simple and summarized form the options and duties of the Jarl in charge of Ivarstead.

Mind your Reputation

The weight of your attitudes and choices are measured by your people. You can be a good and beloved Jarl, receive gifts from the people, have good nights of sleep, and own a smaller treasure; or you can be a cruel tyrant, who exploits the people, throw parties and hold events at the expense of the people, and let people starve. The choice is yours, as well as its consequences.

How to Gain Reputation?

You gain reputation by meeting the demands of your people fairly. You will have issues to solve everyday, so just talk to Arnold. Fair and kind decisions have a good chance to bring you a good reputation. You can throw parties and hold events at the arena at your own cost, as well as giving varied food to your people, and establish low tax rates.

All the aforementioned actions will influence positively in your favor.

How to Loose Reputation?

Concerning the popular matters you have to solve daily with Arnold, if you are cruel and unfair in your choices, you will gain bad reputation. This is also valid for a series of other behaviors such as ordering the guards to extort the people, collect bribe to release guilt prisoners, throw parties and events at the arena at the expense of the people, and let people starve, among others.

All the aforementioned actions will weight against your image.

How to Measure my Reputation?

Talk to Arnold and ask him about your reputation. He will inform your current status. It is worth mentioning that a few actions will not change your status, but rather the accumulation of good or bad actions along the days.

Tax Management

You can set your tax rates by talking to Arnold. Higher rates will generate negative reputation, while low rates will generate a good reputation daily. Medium rates do not generate neither. Tax rates as well as yield from your investments in gold are directly deposited into your tax chest, near the throne.

Food Management

Everyday the inhabitants of Ivarstead consume a quantity of food coming from the food barrel at Goldur’s depot. The quantity of food varies depending upon the food variety available in the barrel: as much variety of food you have, happier will be your people, and you will gain a good reputation daily. If there is a lacking of food, your people will go hungry and your popularity will drop daily until you replenish the food stocks.
You can import food from other cities until you establish a self-sustainable  production. Just talk to Goldur. To have a balanced consume you will need to build constructions able to produce food such as a Hunter Guild and a Wheat Farm, which will produce food and deposit it in the food barrel daily.

Not all kinds of food are consumed by the people. Check the list added to the food barrel.

Jail Management

Concerning your prisoners, you can execute them, release them, collect bribes from them, let them imprisoned, or put them in the execution jail  as you wish. However, the correlation between their crime and your attitude may affect your reputation. If you execute serious criminals or RedSkulls nobody will oppose you, but if you order the execution of a thief who stole vegetables because he was hunger, your decision will be frowned upon.

Construction of New Buildings

New constructions can be built by consulting with Icarus. New constructions increase tax collection in your tax chest, and can generate products for export and food at Goldur’s depot.

Import and Export

You can import food to your people by talking to Goldur. You can also export the products made in Ivarstead by placing them in the exportation chest.

Parties and Events

You can throw parties at your ballroom and hold events at the arena, just talk to the alert cadets at the arena, near your throne. If the events and parties were paid by you, your reputation will improve; if they were paid  by the people, it will decrease.
