When you drink mod with ZUPA installed, you will be forced to 3rd person for a little while. And this patch just lets you slowdown, so this has nothing to do with the POV. They are unrelated.
The mod author zxlice seems to be on a break of modding, could I request for you to fix the bug where's when you change race (Vampire or Werewolf) the potions effects break, animations play but no effects happen, saving the game and rebooting it is the only way to make it work again.
But he does have known this bug already, the only obstacle stops him from fixing it is he's really really busy recently. When he's done with his business, I think he will fix this bug at the very first time.
For now, F5&F9 indeed is the most efficient way to avoid this bug, because the whole potion-drinking mechanism is triggered at the point you enter game.
