that's because it's not actually implemented in the game, it's just present in the sound files, might have been an oversight or they cut it for some reason

i made my dungeons and caves absolutely pitch dark to add some immersion and difficulty and I will tell you that hearing the clicking sounds you added to the Falmer is absolutely terrifying. like my god, it is scary
