Potato Bread Fix recommended if you use High Poly Project. If you also want the garlic bread and braided bread to look like the pictures here, remove their meshes from the High Poly Project folder, too. (Thanks to Thunderfluff for explaining this here)
The Skyrim Classic mod does already work on Skyrim SE. However, if you are on Skyrim SE Nexus searching for mods, you will only be presented with a list of Skyrim SE mods, not Skyrim Classic mods which may or may not also work on Skyrim SE. So having the mod ported to Skyrim SE is much more convenient for people searching for SSE mods.
My understanding is that to benefit from BC7 compression you would need to have access to the original uncompressed textures, to re-save as BC7. If you only have access to DXT1/5 compressed textures, then using BC7 will not take away any artifacts which are already there.
