You are right! Each player SHOULD be able to select whoever as a companion or follower, not hindered by gross differences in their maximum potential (level cap). KUDOS!
Without the cap, Sven in Riverborn could be the bard from start to finish, as cheap example.
I couldn't get this to work with Serena, I have the Serena dialogue Add-On for SE but I also have Amazing follower tweaks, Kvdfollowerstats, and Teach followers spells.
I had this same problem with a different follower where they wouldn't level past their previous cap. This only happens if you install mid-playthrough. The fix is to bring their level up to where yours is, whether that be through console commands or your follower framework if it has that capability (I use NFF and it allows me to do just that). After you do that, they'll level with you from now on.
Don't they just infinitely scale with the player if their max level is set to 0? Jzargo in the vanilla game can scale infinitely and in xEdit on the main skyrim .esm I noticed that his max calculated level is 0.
I commend the attempt and congratulate the autor for trying, something I don't even do, but with so many appearence mods to followers maybe this is not the best way to implement it, if we have to make a patch for everything maybe it would be easier to edit the .esp ourselves in xEdit. It also modifies some cells and I don't know why.

About the usefulness when combined with other mods. Yes it will conflict with any other mod that also changes NPCs. But users still have a list of conflicts that is easy to forward if the user knows how to make patches. At least that process will be easier.
If i knew how to make a synthesis patcher for it, i would. But that's not in my skill kit yet :)
I have heard about how using SPID skips the need to modify the NPCs records so patches are no longer needed. Perhaps that could be an alternative (If I even understand what that whole thing is about).
