There is a known bug where in new or ongoing games his quest will not appear; this is not a problem with my mod and is a known issue that happens even with the base game. Simple fix for the issue is to head right over to Kynesgrove just south of Windhelm and enter the Braidwood Inn; inside is the innkeeper Iddra who will offer a quest to pay off a bar tab. Completing that very quick errand will fix the known bug and I have personally used it to the fix the issue myself.
There is also a bug with already active saves with Scouts being used where his neck seam will show due to the engine not updating his new weight on my Customized version. Just select him in console and type in the following console command - "setnpcweight 81"

how do i get him as a follower? just do his quest of convincing Torbjorn to pay the argonians more septims? or do i also have to do Shahvee's quest since you mentioned "winning his favor" in the beginning page
Correct, just help him like you would have before with Torbjorn in the vanilla Skyrim setup and right when you complete it he should become a optional follower seamlessly. The whole point of this mod was to feel like it was a part of the game from the start; hope you enjoy having him along!
that is very strange because he did not, i had no option to ask him if he wanted to follow me... of course i was a vampire at this point so that might have something to do with it.
anyways
following this i resorted to just use the console to add him as a follower. i hope i didn't break anything but from what I've seen so far, i did not.
Was this a fresh game or a ongoing game installation?
Did the quest appear at all / Did you already complete the quest prior installation?
Vampire should have no effect unless they have that effect in Vanilla games. More than likely your issue from my guess is that this is a ongoing installation and due to that the game never updated his reputation so that it would push him to follower tiers. Making him a follower shouldn't break anything seeing how the reputation would do essentially the same thing.
I have same problem. Existing game, but had not discovered Windhelm even. Did the quest, even helped the other Argonians - no option to recruit. Will give it a shot on a new game at some point I guess, but I'm not starting one just yet.
I am playing on a new save and the mod is running, but I can't for the life of me figure out how to make him a follower. I played around with my mod order, and turned some stuff off. I did his quest. He's even down to get engaged. But there is no dialogue or any options indicating that I can make him a follower. Does he only become a follower after marriage? I went to the Braidwood Inn just in case but Iddra says nothing about paying a tab.
EDIT: I decided to install Nether's Follower Framework and use that to force Scouts into following me. It seems to work, he's been summoning his familiar so I know it's still the custom Scouts.
judging by how you listed the perks, i should give him two 1 handed weapons and a bow to best utilize him right, or am i misunderstanding how his perks are pointing towards
Hey I just installed this mod into an ongoing game and there isn't any dialogue option to add him. I did already complete his quest way before finding and installing this mod. Is there any way to get him normally or would I have to use console commands? Also if I did use console commands would everything still be the same as if I had gotten him normally?
Last I knew we had no option for female argonian voices within the Creation Kit so that means I would need to create a entirely new voice for her; would be very difficult sadly.

Hopefully there is another way to fix this?
