I'm planning to complete the rest of pandorable's replacers, and I wanted to do Bijin series but I don't know much about permissions, Is the author still able to reach to?

If you look at other hair replacers for those mods like for example; salt and wind, you can see how they credited the author. You can probably do it the same way too.

Yeah this helps a lot, I saw the page before but I was still in doubt, I'll publish the Pandorable's NPCs - Dragonborn in a few minutes hours and maybe begin to copy the files for bijin
Whoever teams up with shinglescat has got my vote!!!!!!!!!!!! I have downloaded your last mod for the normal pans npcs and it worked a treat. I have all of sc mods and let me tell you, you are honored that they are working with you. Best skin and hair modder out there in my opinion. The most realistic lore friendly modder ever. Thank you ever so damn much for your efforts with SC. I am looking forward to even better things from you both. I love it when I see SC on the mod page it is like XMAS or my birthday.
Yes me too, been using that one aswell, very good, but since the Greyscale version of ShinglesCat retexture was published I loved the "real colors" that it provides
