This is a very old demo. The voices have been re-done since v1.0 of xVASynth (for which this was a demo). You can check out the newer voices if you want.
Can't do anything about the big download, but you can get just the CPU version (same speed, if using the new models) which is <0.5GB.
I think if it was recreated with OBVA Synth and a lot of fine tuning it might be allowed, just from there being a little bit of effort involved, but even then it would probably have to have slight differences to it, otherwise you could just pretend it's been recreated, so obviously Bethesda would have to assume you're lying. That said, you can probably use this mod as a base and port it over for personal use, if you use the layout and esp as a base.
i think you should get arrested for having skooma, and and have the ability to become an skooma dealer. and skooma does more than just give you 40 stamina.
There are already mods for all of that (try on LoversLab for various "criminal enterprise" mods, though be warned that's a very NSFW site if you're unfamiliar with it).
Really cool and great idea! Somehow the voice fits better from the second guy but it sounds more natural from the first guy. But there is one necessary part missing:
