Unfortunately, you would need to compact the ESP before you flagged it as ESL. Which CAN be done, however, I advise against it. Generally speaking you only want to compact IDs if you know what you are doing. If you have other files that rely on a mod which you have compacted, it might not recognize the new IDs. Or, if you install this, compact and flag, and then install a file that uses this one as a dependency, it might work initially but when you update this file and compact again, then you would throw the dependency out of whack.
You can check which ESPs you have installed as to which ones are safe to flag with ESL by one of two methods:
1. Run SSEEdit and load all your current files. Right click on any of the ESPs in the loaded list and select Apply Script. Enter ESL in the filter box and select Find ESP plugins which could be turned into ESL and click OK. SSEEdit will then run a script and display in the messages tab which can be simply flagged and which need to be compacted then flagged. You can then safely flag the ones it tells you simply to flag.

As a heads up, I know it says here that SkyUI can be flagged, but this one don't. It will actually muck it up. 99.9% of everything else is safe to flag. I only used this as an example because I didn't have any others to show the messages lol. Also don't flag FISS.esp.
2. The other method is to use this xEdit script and add the batch file to ModOrganizer2: Ruddy88 ESLify. This one is your safest bet because it will automatically load SSEEdit, load all your mods, check them and report back which ones are safe and then automatically flag & save them for you. It's already aware of which mods say you can flag but are not actually safe (Such as SkyUI) and it won't deliver those as an option. It's a fairly bulletproof method to safely flag files as ESL, and I recommend using it unless you are very comfortable with the process, as incorrectly flagging a file could really bork your build.
Thank you for such an extensive and informative reply. I did use "Simply ESLify" script to flag all possible .esp as .esl. I would guess it does pretty much the same as a second step you've mentioned, however now when I use "Find ESP plugins which could be turned into ESL" there are a bunch of new .esps that show up that can be ESLified, that the other script didn't let me. Do you think those would be safe to change to .esl?
The only one of your banners that is better readable than vanilla is the imperial one. What people forget is, that banners are faction signs on the battle field. Not an HD Gallery Artwork. Close your eyes for a blink almost completely and compare which ones are more recognizable. Would you identify your banner in the brink of war, in the heat of battle, if its drawn like "Sigils of Skyrim", "Enead" or this one? (Edit: i think yours is already the best of the more well known banner mods!) HMMMMM i think that is not immersive. as the other guy below said, all too small drawn, too complex, and too dirty and broken. But, good work on textures. Well, i wish there was a "immersive subtle HD Banner mod", that keeps or even improves the readability of the sign; the color and shape language!
These banners look like embroidered or woven fabric, which has seen sun, wind, rain, and war. They are exactly what I, and apparently almost 70,000 other people, wanted.
It would be cool to see retextures of the Markarth Banner restored by the Unofficial Patch and the Telvanni Banner restored by House Telvanni Banners Restored.
These banners are wonderful! I'm not sure how they eluded my repeated searches for banners: I've been rocking vanilla banners since forever. I couldn't find any that look like the vanilla stylistically, but with higher fidelity and more detail. These fit that bill exactly.
