am not sure, but you can use skytweak for this (the best mod anyway). https://www.nexusmods.com/skyrim/mods/33395?tab=posts you will find it only for Oldrim, but someone there in the comment section has ported it and let a link there
I specifically checked, and it correctly boosts only the restoration spells, without boosting the whole restoration school (which would incorrectly boost apparel enchantments, etc.).
Also, great idea boosting the magnitude of alteration and conjuration! So many scaling mods boost the duration and leave you with weak spells in late game. Sure, most spells of those schools don't benefit from the increased magnitude, but those that do - they benefit massively! Ebonyflesh + Mage Armor is finally good and Conjuration spells get their levelcap raised.
UPD: I also love that bound weapons scale too. With some skill uncappers to raise your conjuration far above 100, they can prolly remain viable in late game and compete with tempered weapons. But, sadly, staffs don't scale. IMO, they're already not that useful in the base game, but now ever less so.
