Nice idea. I noticed the .esp is a form 43, so I had to change it to form 44 with the Creation Kit. And it can be flagged as an ESL through SSEEDIT, too.
You don't need a link or the creation kit, just xEdit. Use the update forms script to change from 43 to 44 and just add the esl flag on the header, done. It takes a minute. Maybe less.

I have only one gripe, and it's honestly super minor, something I can even change for myself pretty easily. Histcarp is actually not the easiest ingredient to get if one is not using the Hearthfire homes, whereas the other ingredients CAN be grown in planters in other homes (modded). That being said, this is a pretty minor complaint. :)

I went back and looked at the alchemy ingredients list that has "restore stamina" as a component. The goal with this was for it to be as immersive as possible, so all of the ingredient combinations here will yield a potion that has the same effect at an alchemy table, just not an ultimate one. The problem is that of all of the components that have "restore stamina", purple mountain flower is the only one that's actually a plant (that is, which can actually be grown in a Hearthfire planter). There's a bug with the creep cluster that prevents it from growing in them properly, but that's easily fixed with mods that others have already made. The reason I had chosen Histcarp is because it can also be "grown" in Hearthfire, at the fish hatchery at Windstad Manor. It's also worth noting that if you get the Merchant perk (50 Speechcraft), then Histcarp shows up in the inventories of alchemist vendors.
All this to say that of all of the options, Histcarp was the least of the evils. I could make a version that uses Mudcrab Chitin (also has the Restore Stamina effect) instead of Histcarp, but my thoughts 4 years ago were that I wanted each of these recipes to use ingredients that you can produce at the Hearthfire homes. :)
Shouldn't you at least make it that a third, less common ingredient, is required to make a potion of this magnitude, something like a briar heart or deadric heart, at least one ingredient that is not that easy to obtain? Even with a skill of 100 in alchemy it should be a little bit more challenging to make such potions, now you can make almost an unlimited amount of these potions without any problem.
Because this would undermine all perks related to increasing the effect of healing, is it possible to make an option for a third and rare ingredient to be required?
That wasn't really the intention -- using ultimate potions over what you can craft is already pretty situational: fully perked out the same wheat + blue mountain flower heals for 300 (which is a complete heal for some builds) and has additional buffs/effects. I feel that it's already balanced that way. For something that's fairly common to find at alchemists' shops and lying around dungeons in late game, I don't think it needs to be made rarer or harder to obtain.
I don't own an xbox or playstation, but if somebody wants to port it over they're welcome to do so. The mod has no dependencies or requirements beyond the base game, so it should "just work".
