Activating this mod in my (heavily moded) game disabled the effects of the uncapper ini. I realize this could be due to something else however after deactivating this mod the uncapper works again. The effect is pretty straightforward in my save. This mod off, uncapper works. This mod on, uncapper does not work. I thought it could prove useful to somebody to share this observation.
Because of the way Ordinator has reworked the novice/adept/master/etc. perks into a single scaling perk I don't think you'd be able to find an easy way to give appropriate level spells to the character anyway without basing it on the actual skill's level(which if possible, would be compatible with nearly every perk mod). That being said I'd highly recommend trying Ordinator out, I can't start a new game without it, it just opens up soo many new playstyles.

Or, just change what spells are granted with which skills. For most schools, you could split the spells granted easily by the benefits of the perk. For example, the Ordinator Destruction tree. Destruction Mastery would give all novice spells, but you'd only get the fire based apprentice spells from taking the Combustion perk.
Not likely as that mod directly edits the same perks. Whichever you load last will overwrite the other.
Since Full Magic Scaling works roughly the same way as Leveling Perks (but only for magic), you could use that and load it after Leveling Perks, then use my mod after that.
You'd end up with a load order like this: -Leveling Perks -Full Magic Scaling -Magic Perks Teach Spells
I can't guarantee it would work, or achieve what you want, but it could be worth trying.

I've no idea why it doesn't work for you, but it should.
