I created this based on a request from a Redditor, and because I thought it was a great idea.
The vanilla version is just a normal, indistinguishable, Iron BattleAxe.
The Ratway Axe looks similar to the vanilla Iron BattleAxe, but has the damage of a Steel BattleAxe.
It is also slightly more valuable now, being unique and all that.
Can be normally tempererd with an iron ingot at the sharpening wheel.

INSTALLATION
It is advisable to install before you take the axe on the block in the Ratway.
Download and use the mod manager of your choice, or unpack directly to your DATA folder.
Remember to activate the esp.
Load order should not matter ~ you can even let LOOT decide.
Uses no scripts, but because it modifies a vanilla item to something else, is probably not a good idea to uninstall.
(unknown consequences)
The esp is flagged as a light plugin, thus will not use a severe limiting slot.

COMPATIBILITY
It replaces only the vanilla Iron BattleAxe on the executioner's block in the Ratway, not all Iron BattleAxes.
Should not conflict with anything else. I am not aware of another mod that touches that axe. If there are, then the last one to load will win the conflict.
