   why does this need that rebalanced mod? can we use this without it?

      Because it edits a perk added by that mod if you want to edit the vanilla perks you will have to make your own patch for the twin souls perk

      I'm sure that you're the only person ever who will encounter whatever problem it was that you solved, so no, don't bother to share your experience for the benefit of no one else ever and just edit your original post to hide it....
