I would like to know if there is a way to exclude NPCs like Bandits to have Magicka Sabers. I want them to be a rare powerful weapon that only accompanies the most powerful magic users in all of Tamriel (basically only me and maybe a follower I would give it to) and not that every third bandit has one too.
I dont know if there is a way to edit the leveled list to adjust the spawns of the sabers but you can disable the leveled list to avoid the problem that nearly every third bandit got an saber. Maybe not the best solution since the sabers you craft will be the only sabers available then but i guess its better than the alternative.
Now that i think about it maybe that would be a fix too if everyone gets a saber. They wouldn't be something special anymore but that could be fun too i guess.

Edit: OMFG, Nevermind. It was so easy I feel like an Idiot. Just a plug in I can turn off and/or ghost
