Wouldn't it make more sense to just remove the possibility of selling it to mine owners? I mean, by reducing the payout, I'm not going to give it to them. So what's the point? Are you really going to waste most of the value on them or sell it somewhere else?
This is not really intended to close an exploit, it's just a small immersion fix for roleplayers who would rather not walk into someone else mine, grab a ton of ore for free, then lug them away to sell elsewhere. ;)
That said, at 50% value, you're still getting more coin by selling it directly to the mine overseers in the early game (in vanilla, without any perks, vendors buy at only ~35-50% of the price).
