I've uploaded a patch for Skyrim At War recently. After further testing, it seems there is a performance issue around Falkreath when both Dragonstone and Skyrim At War are loaded.
If that happens on your game too, I suggest using the modular version of Skyrim At War, though that's not tested and your mileage may vary.
I decided to stop using Skyrim At War altogether, as its patrols happen to mess around with NPCs used in vanilla quests and I don't want that in my game. For that reason, there won't be any further testing on Skyrim At War.

It would for real be awesome if you made one! I had a small vortex mod list based around Dragonstone years ago and now that I've come back to skyrim I've started rebuilding one using the SME wabbajack mod list as foundation. I'm nowhere near done and I'm definitely not a modder such as yourself!
In solitude and windhelm there about 20 soldiers grouped together just standing there. Is there a way to fix this? The only population mod I have installed is yours that is included with dragonstone. I don't have any other mods that add npcs to those to cities installed.
Ok, they are stuck for whatever reason. Try these options: 1. Go inside Candlehearth Hall. They should follow after a while. or 2. Get out of the city. They should follow after a while and start their patrolling route.
One of these options should get them unstuck. Let me know.
Chiming in here because I've had the same issue throughout my very long playthrough now. Over time a large number of the Stormcloak, Imperial and Thalmor patrols end up going back to a 'rally' point in Windhelm and Solitude (behind Candlehearth Hall in Windhelm and under Castle Dour, kinda near the Windmill in Solitude).
They never leave or despawn, so I've taken to just disable+markfordelete everyone of them over this playthrough, since they end up lagging the area quite badly, especially at night with torches drawn, haha.
For what it's worth I also have tents and chickens spawning everywhere, despite the tent setting off, but I understand that's a separate issue.
I have an extremely large LO so I'm not throwing any blame your way, I'm sure it's some form of compatibility issue in my LO. FWIW, I had the same issues on my previous playthrough which had quite a few different mods (but some of the same as well, of course).
Do you have any ideas on what I could do to fix this? Perhaps it's just a LO placement issue?
Hello, I think it's a game engine issue. I've had this happening too on heavy LOs, I think what the engine does is give priority to important functionality and named NPCs first. That makes generic NPCs such as the soldiers never get the time to have their schedule processed, and they just hang around their 'rally' points forever as a result.
If I'm not mistaken i can replace several mods with just this one. Thank you. If that's true its crazy how much you have put in this. Loving it so far. I was unable to get the no stamina drain when running to work though.
not exactly, this mod is a massive overhaul which would effect almost any other mod you add that effects gameplay. so this is a mid youd use as a base, not add in your mod list
Not sure where to put this so i figured i would put it here. Found an issue with running Apachii Divine Elegance Store (+the USSEP patch)and this together. Not sure how to fix it but it seems Apachii overwrites the race records of Dragonstone. If anyone has an idea how i can fix this please let me know. for now I'm just going to delete Adachii until i can figure it out.
Thanks for the reply. I was able to get it to work by only using the ESM file for the main store mod and not installing the ussep patch. When using both is would overwrite everything.
I have dragon encounters set to 5 days but have not encountered any since fighting the first one with delphine. The only other mod I have that does anything to dragons is iconic's dragon retexture mod but that is just textures. I understand that dragon encounters are more spread out but the option in the menu is suppose to change that correct?

EDIT: Remove the ones that are in light green background. The screenshot was not as indicative as I thought...
