Theres really no way to use a rune like this. if it can't take them down, and has a shorter duration, then odds are it's not going to be able to actually catch souls.
I have a recommendation though. Maybe you could make it a single target (no AOE) and completely silent version of the soul tear shout. Captures souls, deals status effect, and some damage, if it's silent it can still be very much a utility spell. Maybe it could even be nonhostile if done from a hidden state? Like if you aren't being searched for, it wont get them to start searching for you.
I pretty much only did this because someone on reddit wanted a soul trap rune and one of the recommendations on the original mod asked for better feedback (on rune activation).
Though yes, using the tear soul effect probably would be a better alternative for a rune. It should only take a few edits to get that to work.
