I don't know what's wrong with your load order but this "presumed" issue does not exist at all, the image here shows exactly that same spot with USSEP loaded.
Simply because the issue is being caused by immersive fallen trees. If you're not using that mod, then you will not have any problems at all in that area.
Confirmed & agreed that this issue is not in a 'normal' game. I specifically went to this location, and found nothing out of place. I also do not have the mod "Immersive fallen trees".
I never said it was an issue with the vanilla, just that I had found the glitch and decided to make my own fix. I’m sorry if I have given the wrong impression, I didn’t know the cause at the time.
it is not such a serious thing but it can create problems for all those who do not use Immersive Fallen Trees. Usually this is how it works, we discovered a bug, we found the cause, we create a fix, we give it an appropriate name and description, we publish the mod, in fact, also the title of your mod must be changed by inserting it (Immersive Fallen Trees) to avoid any misunderstanding
Both have the same goal, that one fixes the vanilla object, I put down new objects to cover it up. Though mine only fixes the one by Blind Cliff Caves, that one fixes a few others.

Now it is clear as to what/why/where/who.
