Adds magicka regen + fortify magicka to the Cyrodiil mage faction outfits.

Just a quick (and in my opinion lore friendly) edit to the Synod Robe, Synod Hood, College of Whispers Robe, and College of Whispers Hood.
The robes have 80% magicka regen and the hoods have +50 magicka. Nothing OP but also not useless if you're like me and want to RP a character from one of these groups.
This just adds the enchantment to the default robes and hoods so you just have to type: help "(item name here)" to get the code to player.additem with.
This is something that I'm sure will become obsolete down the road but until then *shrugs*
